Sandra Maria Fontánez-Phelan Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

    CHICAGO, IL, September 11, 2019 /24-7PressRelease/ -- Marquis Who's Who, the world's premier publisher of biographical profiles, is proud to present Sandra Maria Fontánez-Phelan with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Dr. Fontánez-Phelan celebrates many years' experience in her professional network, and has been noted for achievements, leadership qualities, and the credentials and successes she has accrued in her field. With almost 50 years of professional experience to her credit, Dr. Fontánez-Phelan currently works as a consultant after retiring from the position of principal at Kelvyn Park High School in Chicago. Previously, she was the director of high school design and middle schools for the Chicago Public School District in 2001. From 1996 to 2000, she contributed as the assistant principal to Mather High School. Serving the schools of Chicago for the majority of her career, Dr. Fontánez-Phelan has excelled as a director of special education, the principal of John Hancock Elementary School, a graduate assistant at Illinois State University, a teacher, and an education diagnostician between 1974 and 1996. She began her career as an English and ESL teacher at Kelvyn Park High School in 1973.

In addition to the previously mentioned professional accomplishments, Dr. Fontánez-Phelan found success as a hearing officer level I for the Illinois State Board Education in 1988. She was a lead member of the education council for the Chicago City Colleges, from 1982 to 1985. Additionally, Dr. Fontánez-Phelan has worked as a consultant for bilingual and special education issues, a teacher representative for the University of Chicago Mock Congress, and a translator for various law offices.

Prior to embarking on her career path, Dr. Fontánez-Phelan pursued an education at the University of Puerto Rico before receiving a Bachelor of Arts from the University of Illinois at Chicago in 1973. She completed additional postgraduate coursework at the aforementioned university, obtaining a Master of Arts in education in 1980. Progressing to Southern Illinois University, she acquired additional postgraduate credits before concluding her education at Illinois State University, from which she graduated with a Doctor of Education in 1999. Dr. Fontánez-Phelan is certified as a teacher of children with special needs, Spanish K-12, bilingual education, English as a second language, and Type 75 administrative certificates.

Outside of her immediate professional responsibilities, Dr. Fontánez-Phelan is an active member and former president of the National Conference of Puerto Rico Women, member of the National Association of Bilingual Education, and the Learning Disabilities Association. She participated on the education committee for the Southwest Community Congress from 1989 to 1990 and dedicated her time and skill to the Illinois Council of Administrators for Special Education. Notably, Dr. Fontánez-Phelan was a fellow of the Illinois Consortium for Educational Opportunity at Illinois State University and a fellow at Southern Illinois University.
