With more than 50 years of experience in religious organization administration to his credit, Dr. Webb has become an authority in the industry and found success as the Southern Baptist Director of the Ethnic Church Growth Department and Anglo Church Planting Manager. Previously, he excelled as a missionary to the deaf for the Northeastern United States 1969-1975, Language Missions Program Leader at the Mississippi Baptist Convention 1975-1978, and various positions in language missions and church planting at the Home Mission Board/North American Mission Board of the Southern Baptist Convention 1978-2004. Recently, Dr. Webb was active as the Director of Missions & Evangelism for the Wyoming Southern Baptist Convention 2005-07. He was the Associate Pastor for Senior Adults at Briarlake Baptist Church, Decatur, GA., 2009-2016. Throughout his career, Dr. Webb served as interim pastor at numerous hearing and deaf churches. He taught many seminary classes as an adjunct professor.

Prior to becoming an esteemed religious administrator, Dr. Webb pursued higher education with a Bachelor of Arts from Carson-Newman University in 1966. He earned a Master of Divinity from Southwestern Baptist Theological Seminary in 1969 and a Doctor of Ministry from the Trinity Evangelical Divinity School in 2001. Dr. Webb edited "Manual for Work with the Deaf' in 1983, co-authored "Working with Deaf Persons" in Sunday School in 1982 and "The Many Faces of the Southern Baptist Convention" in 2018, and contributed a number of articles to professional journals and magazines.

Apart from his career, Dr. Webb has volunteered extensively in his field and community. He served on the Mississippi Advisory Committee to Vocational Rehabilitation from 1976 to 1977, a volunteer at the Mississippi School for Deaf from 1976 to 1977 and a member of the PTA from 1978 to 1990. He has been a volunteer teacher with all ages in his church and worked with refugees in a variety of capacities. Outside of his professional responsibilities, Dr. Webb remains informed of changes and advancements in his industry through relevant organizations. He is a member of the Southern Baptist Research Organization. Dr. Webb served on the Board of the Tri-State Deaf School of Theology 2003-2017.

In light of his many achievements in the field, Dr. Webb has received a number of awards and accolades throughout his career. He won the Ministry Award from the Vietnamese Baptist Fellowship in 1989 and the Service Award from the Language Churches in California in 1990. Dr. Webb has been featured in several editions of Who's Who in Religion and Who's Who in the South and Southwest. Currently, he volunteers as a teacher at the Osher Lifelong Learning Institute at Emory University.
