    NEW ORLEANS, LA, September 16, 2019 /24-7PressRelease/ -- Marquis Who's Who, the world's premier publisher of biographical profiles, is proud to present William Forman with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Mr. Forman celebrates many years of experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. In 1961, Mr. Forman was commissioned as a First Lieutenant in the U.S. Air Force; he served as a Judge Advocate (Legal Officer) in the Philippines, Thailand, and Vietnam.

Promoted to Captain in 1963, he served as the Staff Judge Advocate at Bossier Base, Louisiana, until 1967.

As a Reserve Officer, he was promoted in 1984 to Lieutenant Colonel and assigned to the Air Force's International Law Division at the Pentagon. While there, he wrote a treatise on the law of armed conflict. Upon retirement in 1989, he was awarded the Air Force Meritorious Service Medal. He later had two articles published against the use of torture by members of the U.S. Armed Forces and other governmental agencies.

With more than 40 years of professional experience to his credit, Mr. Forman worked as a professor at the Naval War College from 2000 to 2011, having previously excelled as an adjunct professor of history and political science at Tulane University from 1995 to 1999. Prior to these roles, he found success as an attorney with the Law Offices of Inabnett, Suthon, Forman and Justrabo from 1989 to 1995. Serving of counsel with the Law Office of Robert C. Evans from 1986 to 1988, Mr. Forman additionally had his private law practice from 1977 to 1986.

From 1972 to 1979, Mr. Forman maintained his involvement as an attorney for the Community Improvement Agency of New Orleans. He was further active with the Federal Trade Commission as the vice chair of the consumer advisory board from 1972 to 1973, a public information officer and a secretary from 1970 to 1972 and an attorney from 1969 to 1972. Mr. Forman began his career as a project leader with Gulf South Research Institute from 1968 to 1969.

Mr. Forman initially pursued an education with Tulane University, where he obtained a Bachelor of Arts in 1958. He continued his studies with the aforementioned school, receiving a Juris Doctor in 1961. Completing postgraduate coursework in criminology at the College of William and Mary in 1965, he subsequently earned a Master of Arts in government from Louisiana State University, having accepted a National Defense Education Act fellowship in 1970. A graduate of the Air War College Correspondence Program, he has been admitted to practice law by the American Bar Association and the Louisiana State Bar Association, as 'Nell as before the U. S. Court of Military Appeals and the United States District Court for the Eastern District of Louisiana.

Throughout his career, Mr. Forman has been celebrated for his contribution to the fieid of law and other civic efforts. He received three Meritorious Service Medals, the Patriot Medal, the Bronze Good Citizenship Medai, and the Silver Good Citizenship Medal from the Sons of the American Revolution. He has been featured in numerous publications, including multiple editions of Who's Who in America, Who's Who in American Law, and Who's Who in the World.
