Mulligan with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Ms. Mulligan celebrates many years' experience in her professional network, and has been noted for achievements, leadership qualities, and the credentials and successes she has accrued in her field. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Ms. Mulligan is a retired secondary school educator with more than 44 years of service to her field and community. She was recruited into the Vineland, New Jersey, public school system as a high school senior, when the principal of a newly-built junior high school interviewed her and several classmates seeking an educational secretary. Ms. Mulligan was selected for the job, and became a secretary for the new school.

She graduated from Glassboro State College in 1980, earning a Bachelor of Arts degree, and in 1987 obtained a Master of Arts. Ms. Mulligan returned to Vineland High North as an English teacher, where she served until her retirement in 1998.
