Ms. Collas-Dean is a broker and small business owner who owns and operates the Philippine Trading Company in Eugene, Oregon since 1997. During her career, she also worked as a state commissioner. As such she was instrumental in forming the Philippine American Chamber of Commerce of Oregon (PACCO) in 1996 as director, and is currently its President Emerita. As State Commissioner for Asian Affairs, she led the first highly successful trade mission in 1997 to the Philippines, generating over a million dollars in commerce. Reporting to the Oregon Senate. upon return, the mission report is archived in the Oregon Historic Museum in Portland as a first.
Active locally in Eugene, Ms. Collas-Dean lent her expertise by answering the needs of the community. She has served as a city commissioner for the Cultural Arts Commission, the city's Human Rights Commission's Minority Rights as president, and was on the board of directors of the Sign Code Board of Appeals. She was also a committee member of the Joint Social Service Fund for Lane County, and the cities of Eugene and Springfield. Further, Ms. Collas-Dean was a member of the Board of Advisors of the University of Oregon Center of Asian Pacific Studies, and an advisory member for Affirmative Action in Lane County, Oregon, and the Lane County Arts Advisory Commission.
Ms. Collas-Dean attended the University of the Philippines in Quezon City, where she received a Bachelor of Arts in English Literture and Humanities. A 1959 Fulbright/SmithMundt grantee, and also a 1960 Fulbright Grantee through the U.S. State Department of Education in Manila, Ms. Collas-Dean acquired a Master of Arts at Baylor University in Texas in 1962.
Involved with several professional organizations, Ms. Collas-Dean has been a founding officer of the Asian American Foundation of Oregon in Eugene since 1993, the Asian American Council that has successfully put on an annual Oregon Asian Celebration in Eugene since 1986, and the Philippine American Association of Eugene, Springfield, and vicinity since 1973. She has been a trustee and incorporator of the Council of Filipino American Associations of Oregon and Southwest Washington since 2000. In 2010, she was invited to and graduated from the FBI's Citizens Academy in Oregon.
A celebrated Marquis listee, she has been featured in Who's Who in America, Who's Who in the West, Who's Who in the World and Who's who of American Women.
