Dr. Baxter is a psychologist, founder and director of the Jewels of Ann Private Day School. A non-profit private school located in Washington, D.C., she has served as the school's academic administrator since 1970. In previous years, she taught mathematics in the department of education at Howard University, also in Washington, D.C., and taught at Newlands Primary School in Southampton, England.

A celebrated figure in education, Dr. Baxter has been instrumental in the field. She has lent her expertise as the director of the early childhood workshop at Brent Elementary School in Washington, D.C., taught adult education at Bel Air School in Woodbridge, Virginia, and was a consultant group member of the Educational Institution Licensure Commission Task Force. Additionally, Dr. Baxter was involved as a member of the Mayor's Pre-White House Conference on Libraries and Information Services executive high school internship program for the D.C. Public Schools. In relation to her work as a psychologist, she has been a longtime consultant of "Ask Dr. Ruth."

Invested in her community, Dr. Baxter is a member of the Eastern region's Junior Red Cross of Washington planning committee. She is also a consultant of the college youth motivation taskforce program for the National Alliance for Business and a board of directors member for the Center of Educational Change for the D.C. Public Schools.

Dr. Baxter is the author of the book "A Norwegian Birthday Party." She has also contributed children's stories to various publications over the years. An alumnus of D.C. Teachers College, Dr. Baxter received a Bachelor of Science. She also holds a Master of Arts in education from George Washington University and a Doctor of Philosophy. Further, she is a graduate of the Administrators Academy Class through the D.C. Public Schools.

Among other organizations, Dr. Baxter is a member of the American Psychological Association, the English Speakers Union and several honor societies. A Fulbright scholar and North Atlantic scholar, she was also named Outstanding Teacher of the Year by Future Teachers of America, received an Outstanding Contribution Award from the National Association of Negro Women, and received a Commemorative Medal of Honor. A celebrated Marquis listee, she has been featured in various editions of Who's Who, including Who's Who in America, Who's Who in American Education and Who's Who in Medicine and Healthcare.
