Before embarking on his legal career Mr. Williams served six years in the United States Coast Guard Reserve. During this time, he received a Bachelor of Arts in business from California State University at Fresno, California in 1963, followed by a Doctor of Jurisprudence from Willamette University, Salem Oregon in 1967. He began his legal career as an associate and partner at Myrick, and Seagraves in Grants Pass. Oregon.
In 1970 he became an Assistant Attorney General in American Samoa responsible for criminal prosecutions. In 1971 he became Attorney General of American Samoa, where in addition to having responsibility for the governmental legal affairs, he had administrative and supervisory responsibility for the police, fire, immigration and civil defense departments as well as the prison system.
In 1975 he became an Associate Justice of the High Court of the Trust Territory of the Pacific Islands, which had jurisdiction over the Marshalls, Ponape, Palau, Truk, Yap islands and the Islands of the Northern Marianas. As an Associate Justice he was responsible for civil and criminal trial matters as well as hearing appellate matters.
In 1977 he became a partner in the Hawaii firm of Carlsmith, Carlsmith, Wichman and Case and opened offices for the firm in Guam and Saipan. While in Guam he served as managing partner of the firm's western pacific operations and a member of the firm's executive committee.
In 1992 he became managing partner of the firms North American operations in California, Mexico, and Washington DC. Eventually serving as Managing Partner for all of the firms 9 offices until retiring is 2004.
During his career he has been a member of the American Bar Association, the Oregon, Hawaii, Guam, California, American Samoa and Commonwealth of the Northern Marianas Bar Associations. He also served as the Chairman of the Guam Bar Association Ethics Committee.
He has severed on the Board of Directors of the Guam Chamber of Commerce with a term as Chairman and as a member of the Board of Directors of Virginia Country Club in Long Beach California. In addition to being a Rules Official for the Southern California Golf Association.
During his career he earned the reputation as an excellent attorney. He has become a celebrated Marquis listee who has been featured in more than 35 editions of Who's Who in America, Who's Who in American law, Who's Who in American Politics and Who's Who in the West.
