Dr. Cynar is renowned as an electrical engineering educator with more than 40 years of experience in her discipline. Originally intending to pursue a mathematics degree, she was counseled by a family friend during her teenage years to pursue engineering instead. She accepted the advice and enrolled at Long Beach State, graduating in 1963 with a Bachelor of Science in Electrical Engineering. She subsequently earned a Master of Science in Electrical Engineering in 1978 from California State University. Dr. Cynar concluded her academic efforts with a Doctor of Philosophy in electrical engineering at the University of California Irvine, in 1986, on the advice of a mentor. Dr. Cynar was the first female Ph.D. in engineering.

From 1963 to 1964, Dr. Cynar worked as a controls engineer for General Dynamics in Pomona, California. A management trainee for Pacific Telephone in Alhambra, California, from 1964 to 1965, she served North American Rockwell as a scientific programmer from 1965 to 1968, a role she would later hold at McDonnell Douglas in Long Beach from 1968 to 1970. Since 1977, Dr. Cynar has excelled as a professor of electrical engineering and computer engineering at California State University, Long Beach, where she was elected the first female department chair of the computer engineering and computer science department from 1995 to 2004. In 2007 she was affiliated as interim dean for the college of engineering, the first female dean in the college of engineering.

Dr. Cynar notably contributed to the design of Apollo, DC-10, and missile designs during the 1960s. She is the author of "Numerical Methods for Engineers," and has provided her expertise to professional journals. Likewise, she is a filmmaker responsible for a number of animated shorts, including "Tuned Pendulum" in 1988, and "Solution of Ode's" in 1989. Likewise, Dr. Cynar is a senior member of the IEEE, the Society of Women Engineers, and the American Society of Engineering Education.
