Dr. Targowski is renowned as a computer science professor and a consultant with several decades of innovation in his field. He notably pursued an education at the Warsaw Polytechnic Institute, obtaining a Master of Science in industrial engineering and a Master of Business Administration in 1961, as well as a Doctor of Philosophy in management information systems in 1969. At the time, computer science and management information systems were pioneering fields, which sparked Dr. Targowski's imagination and presented an engaging challenge.

Dr. Targowski began his career in 1960 as the head of the RAWAR-T1 Radiolocation Factory Computer Center. From 1961 to 1964, he worked as the head of department systems design for the Institute of Organization of Machinery and Industry in Warsaw. Later, he served as the president of the ZETO-ZOWAR Warsaw Computer Service Center from 1965 to 1971, the senior vice president of the National Bureau for Information Technology from 1971 to 1974, and an associate professor at the Higher School of Planning and Statistics in Warsaw from 1976 to 1978.

From 1971 to 1974, he contributed to developing the INFOSTRADA project, as well as the development of PESEL government identification numbers issued to over 38 million Polish citizens. In 1978, Dr. Targowski accepted the post of the head of the MIS section at the Institute of Organization of Machinery and Industry. In 1980, Dr. Targowski emigrated to the United States, and held the position of a professor of computer information systems at Western Michigan University in Kalamazoo.

From 1982 to 1984, Dr. Targowski briefly taught at Hofstra University in Hempstead, New York, and Eastern Kentucky University in Richmond. He subsequently returned to Western Michigan University, where he remained from 1985 to 2017. Since 1988, Dr. Targowski was the chairman and the chief executive officer for Semantex Systems Architects Inc.

Dr. Targowski is the author of more than 50 books about information technology, civilization, and general philosophy, including "Electronic Enterprise" in 2003, and "Harnessing the Power of Wisdom" in 2013. Moreover, he is a member of the Association for Information Resources Management and the Polish Institute of Arts and Sciences. The recipient of a Jacobson Award in philosophy, Dr. Targowski hopes to publish more in the next five years.
