Albert "Benjie" Spencer excels as the Chief Engineer and Engineering Standards Division Director for the National Weather Service with the National Oceanic Atmospheric Administration.

With more than 40 years of experience to his credit, Albert "Benjie" Spencer, member of the United States Senior Executive Service, has excelled as the Chief Engineer and Engineering Standards Division Director for the National Weather Service with the National Oceanic Atmospheric Administration since 2015. Prior to this appointment, he had flourished as the Director of the System Engineering Center in the Office of Science and Technology for the National Weather Service from 2011 to 2015. Moreover, Mr. Spencer held a number of positions in regards to the systems engineering division of the National Polar-orbiting Operational Environmental Satellite System for the National Environmental Satellite, Data, and Information Service with the National Oceanic Atmospheric Administration, including as the chief from 2008 to 2011, the deputy chief between 2005 and 2008, and the systems test manager from 2001 until 2005.
Previously, Mr. Spencer worked as an acquisition specialist in the Systems Acquisition Office of the National Oceanic Atmospheric Administration for the U.S. Department of Commerce from 1999 to 2001, providing acquisition consulting and technical support to the U.S. 2000. Between 1996 and 1999, he contributed to the Advanced Weather Interactive Processing System as a quality assurance division manager. Mr. Spencer began his career with the U.S. Department of Commerce and the National Oceanic Atmospheric Administration as an electronics engineer for the Next Generation Weather Radar (NEXRAD) from 1989 until 1994, advancing to become the Chief of the Test and Evaluation Branch prior to becoming the senior systems engineer for the Aircraft Acquisition Division from 1994 to 1996.
Before embarking on his professional path, Mr. Spencer pursued an education at Howard University, graduating with a Bachelor of Science in electrical engineering and digital electronics in 1981. Later receiving his Graduate Certificate in Systems Engineering and Architecting from Stevens Institute of Technology in 2017. Beyond his responsibilities within his field, he is a member of Alfred Street Baptist Church of Alexandria, VA, a choir member for the John F. Kennedy Center for the Performing Arts WPAS Men and Women of the Gospel Choir, and sing spirituals with The Heritage Signature Chorale. A participant in the National Oceanic Atmospheric Administration Educational Partnership Program with Minority-Serving Institutions, Mr. Spencer engineering experience was highlighted in the Spring 2015 edition of Minority Engineer Magazine. Mr. Spencer served on the Reimbursable Projects Program Standing Review Board (SRB) and currently serves on the Geostationary Operational Environmental Satellites (GOES) and Joint Polar Satellite System (JPSS) SRB. He also serves on the Executive Advisory Board (EAB) for the Systems Engineering Research Center (SERC) and the External Advisory Board of the NOAA Cooperative Science Center for Atmospheric Sciences and Meteorology (NCAS-M).
In addition to his primary vocation, Mr. Spencer remains affiliated with various organizations in relation to his areas of expertise. He has actively maintained his involvement with the Institute of Electrical and Electronics Engineers, also known as the IEEE, the International Council on Systems Engineering (INCOSE), American Meteorological Society (AMS) and the National Society of Black Engineers (NSBE). He is also a member of Phi Beta Sigma Fraternity, Inc. Additionally, he contributes some his time to The African American Federal Executive Association (AAFEA), the leading non-profit organization dedicated to preparing and supporting African Americans for advancement into and within the senior ranks of the United States Government. Furthermore, Mr. Spencer is a devoted family man, spending time with his wife, four children, and four grandchildren.
In light of his exceptional undertakings, Mr. Spencer has accrued several accolades throughout his impressive career. In 2017, he was recognized with the Black Engineer of the Year Award (BEYA) for Career Achievement in the Federal Government. He was further presented with a Gold Medal Award and Silver Medal Award, the highest two honor awards that can be granted by the Secretary of Commerce from the U.S. Department of Commerce. Likewise, Mr. Spencer has accepted the Bronze Medal Award, twice, National Oceanic Atmospheric Administration's (NOAA) highest honor award.
Mr. Spencer initially entered this field of work due to his fascination with electronics and applying it to the implementation of systems to help people individually and collectively prepare themselves for inclement weather. With the advancements of technology and the rising complexities within systems engineering, he believes his role is more important than ever in this day and age, especially as long as he is able to better understand people and what services he can provide to them to succeed. Looking toward the future, Mr. Spencer hopes to continue his exemplary efforts with the National Oceanic Atmospheric Administration, as there is much more that needs to be done, including systems to be updated or replaced and data to be processed. Recognizing the importance of relationships with people to achieve a positive outcome, Mr. Spencer lives by the motto "treat people the way you would like to be treated."
