Dr. Fogarty began his 50-year career in education by earning a Bachelor of Science in biology from Stony Brook University in New York, in 1967. Upon graduation, he worked as a field biologist before accepting a job as a teacher's aide for children with cognitive and intellectual disabilities at the Rosemary Kennedy Center in Wantagh, New York, where he remained until 1974. His work at the Rosemary Kennedy Center inspired him to return to school, completing a Master of Science in special education at Adelphi University in Garden City, New York, in 1971, and a certificate of advanced study from Hofstra University in Hempstead, New York, in 1974. Dr. Fogarty concluded his studies by obtaining his Doctor of Education at Nova Southeastern University in Fort Lauderdale, Florida.

From 1974 to 2000, Dr. Fogarty served in various administrative capacities, supervising and administering special education programs for the Board of Cooperative Educational Services of the 2nd Supervisory District, which became Eastern Suffolk BOCES, in Patchogue, New York. During this time, he coordinated the development of rehabilitation and differentiated instruction programs for students with traumatic brain injury, including lobbying for changes to New York state laws governing access to special education, which is an accomplishment he names as a career highlight. In 2002, Dr. Fogarty became the chief executive officer of Galway Consultants Inc., a position he holds to this day, and he has been active as an adjunct faculty member at Hofstra University, Long Island University and CW Post University.

He retired from Eastern Suffolk BOCES in 2000 as the Executive Director of the Instructional Program. At the time of retirement he was in charge of overall management of the Special Education, Career Education and Adult Education divisions, which included supervisor of 1,840 F/T and 135 P/T staff. Also included supervision of 30 facilities located within 924 square miles and a student base of 2,088 career education students, 984 special career education students, 2,000 special education and 7,600 adult students with a budget of over 150 million.

Dr. Fogarty has received numerous accolades for his work and was notably named as a research scholar by the National Science Foundation in 1967. Later on, he was honored with a Service Award from the Association for Children with Down Syndrome in 1981 and the Stephen Apter Leadership Award from the Association of New York State Educators of the Emotionally Disturbed in 1989 and 2002. Dr. Fogarty has served on several Boards of Directors during his Educational career. He served on the Phi Delta Kappa (PDK) Education Board for 16 years. Also, he was the International President of PDK from 1997-1999. He presently is a member of the Developmental Disabilities Institute (DDI) Board of Directors. He has served on this Board for over 15 years. Additionally, he is a frequent contributor of articles to professional journals. In his leisure time, Dr. Fogarty enjoys fishing and whitewater rafting.
