Currently Dr. Oneal is a retired physician but was in private practice specializing in plastic and reconstructive surgery at Saint Joseph Mercy Hospital (SJMH) in Ann Arbor for 40 years. With his partners they formed the Center for Plastic and Reconstructive surgery at SJMH. During this time, he achieved the rank of clinical professor of surgery at the University of Michigan (UM) Medical Center. Since 1966 and up to the present time, as a faculty member he has participated in teaching of residents in the UM Section of Plastic Surgery within the Department of Surgery.

He has contributed to numerous medical journals, notably Plastic and Reconstructive Surgery, the Aesthetic Surgery Journal and the British Journal of Plastic Surgery. Dr. Oneal also co-authored with Lauralee A. Lutz his first book in 2017. Titled "Leaders in Plastic Surgery: The Dingman-Grabb Era, 1946-1986," the book traces the inspirational leadership of Reed O. Dingman, D.D.S., M.D., and William C. Grabb, M.D., and details the origins and growth of plastic and reconstructive surgery and the training of residents in Ann Arbor and at the University of Michigan from 1946-1986. The book covers the years before and during the period of explosive innovations within the areas of cleft lip and palate, microvascular surgery, musculo-cutaneous flaps, tissue expansion, breast reconstruction and cranial-facial surgery that have led the specialty to provide hope, correction, and rehabilitation to vast numbers of people suffering from a wide range of congenital abnormalities and acquired deformities.

Born in Evanston, Illinois, Dr. Oneal attended New Trier High School and then Dartmouth College in Hanover, NH where he received an undergraduate BA degree in 1954. He then completed the first two years of medical school at Dartmouth before completing his medical education at Harvard University Medical School in Boston, MA where he received his MD degree in 1957. Additional educational pursuits included an internship and then residencies in both general surgery and plastic surgery at the UM between 1957 and 1966. Dr. Oneal is board certified by both the American Board of Surgery and the American Board of Plastic Surgery.

Dr. Oneal is an elected fellow of the American College of Surgeons. He is also a member of the American Society of Plastic and Reconstructive Surgeons, the American Association of Plastic Surgeons, the Society of Aesthetic Plastic Surgeons and was a founding member of the Rhinoplasty Society.

Dr. Oneal has been married 65 years to his wonderful wife, Zibby Oneal, a well-known and respected author of several children's books and three young adult novels. She has been amazingly supportive during all his years of training and beyond. They have two children, Lisa and Michael and three grandchildren, Maddy, Duncan and Charlie. A celebrated Marquis listee, Dr. Oneal has been featured in the 54th and 55th editions of Who's Who in America.
