Sherry Kelley Marshall Celebrated for Dedication to the Field of Workforce Development

National Association of Workforce Development Professionals H.G. Weisman Award Winner Named to Marquis Who's Who



    CINCINNATI, OH, November 13, 2019 /24-7PressRelease/ -- Sherry Kelley Marshall, President & CEO of the Southwest Ohio Region Workforce Investment Board (SWORWIB) has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

A dedicated and esteemed workforce development professional, Ms. Kelley Marshall leads Ohio's third largest metro city workforce board. In this role, she is responsible for the judicious implementation of WIOA law to increase opportunities for individuals, particularly those with barriers to employment; support alignment of workforce investment, education, and economic development systems; provide workers with the skills and credentials to secure and advance employment; promote improvement in the structure and delivery of services; increase the prosperity of workers and employers; increase employment retention and earnings; and the attainment of in-demand industry recognized credentials.

Marshall returned to Cincinnati in 2001 as the Director of Workforce Solutions at the Cincinnati USA Regional Chamber galvanizing needed focus on and resources for skills training, education and corporate collaboration. In this role she was also the Loaned Executive to establish the Southwest Ohio Region Workforce Investment Board. Through 2003. From 2004-07, Ms. Kelley Marshall served in a variety of regional and state efforts dedicated to workforce development in her role as the Executive Dean of the Workforce Development Center at Cincinnati State Technical & Community College where Ms. Kelley Marshall was the lead administrator for the landmark $1.5 million Healthcare Jobs Training Grant. While completing her Master's Degree in Educational Leadership, she worked for Cincinnati Works as an Employment Partnerships Consultant assisting employers with recruitment and jobseekers to achieve self-sufficiency.

Marshall was recruited to return to the SWORWIB executive role in December 2007 where she continues today. As president & CEO, Ms. Kelley Marshall oversees the services for adults and youth as well as provides oversight for the programmatic and physical operations of the OhioMeansJobs Center, a 45,000 square-foot public building on Central Parkway housing 72 individuals from over 20 workforce agencies. Her work is ultimately measured by the area's ability to attract, develop and maintain a viable workforce required for regional prosperity, and over the past 14 years Ms. Kelley Marshall has attracted, managed or coordinated over $180 million in funding for the region.

Previously Ms. Kelley Marshall was recruited to lead the Partnership for Neighborhood Improvement in Knoxville, Tennessee in 1999 to begin implementation of its 10-year Empowerment Zone initiative. Prior to this, Sherry held progressive leadership positions over a 14-year tenure at the Neighborhood Reinvestment Corporation, now known as NeighborWorks America Great Lakes District. She served the City of Cincinnati/Department of Housing & Conservation from 1981-85 as a key staff leader for many initiatives, including Stimulating Neighborhood Action Program (SNAP), a sizeable, multi-year Mott Foundation grant, Neighborhood Support Program (NSP); Invest in Neighborhoods; the Day in Eden annual fundraiser and the Cincinnati Neighborhood Fund of the Greater Cincinnati Foundation. Prior to these roles she was public information officer for Miami Purchase Association after her undergrad studies completion in 1975 and a ridesharing and community engagement programs leader for the Ohio-Kentucky-Indiana Regional Council of Government. In college she was a work-study student who published and distributed press releases and athletic program booklets for various sports.

Ms. Kelley Marshall earned a Bachelor of Arts in education and psychology from Earlham College in 1975. Subsequently, she obtained a Master of Arts in education leadership from the University of Cincinnati in 2008 and earned a certified evaluation planner credential.

A Board Member for the National Association of Workforce Development Professionals (NAWDP), Ms. Kelley Marshall was awarded NAWDP's highest accolade, the H.G. Weisman Award in 2016. She is a research partner with ACT, the national organization dedicated to helping people achieve education and workplace success, and her leadership has been recognized by several local, regional and national boards including: the National Association of Workforce Boards (NAWB) WIB Grand Excellence Prize, the Ohio Economic Development Council Workforce Innovation Award, Public Relations Society of America (PRSA) Bronze Award, Innovative Workforce Collaborations in the GAO Research Report, and CURT Workforce Award for the Greater Cincinnati Construction Career Pathways Collaborative.
