Sen. G. Paul Muegge served in the Oklahoma State Senate from 1990 to 2002.

A retired legislator, Sen. Muegge entered the field of governance to initiate change upon learning that there were not any statewide special education learning disability programs for his special need's child. Establishing a special education learning disability program in his state was his first public policy victory. Afterwards, Sen. Muegge focused extensively on the governance of the livestock industry while working in Washington, D.C.

Sen. Muegge initially graduated with a Bachelor of Science in agriculture economics from Oklahoma State University. He was subsequently certified in State Governance in the 21st Century as well as Promoting Civil Society, Security & Economic Prosperity. Sen. Muegge is further affiliated with Georgetown University's Harrison Institute of Democracy and Trade. He served on the Board of Directors of the Organization for Competitive Markets from 2011 to 2019 and was vice chair of the Oklahoma Stewardship Council's Family Farm Action C-4 in 2016.

Sen. Muegge served in the Oklahoma State Senate from 1990 to 2002. During his lengthy career as a state legislator, he received numerous awards, including a Lifetime Achievement Award from the Humane Society of the United States in 2016, an Oklahoma Sustainability Network Carrie Dickerson Lifetime Achievement Award in 2008, the John F. Kennedy Profile in Courage Award in 2004, the Governor's Conservation Award from Governor Brad Henry in 2003, recognition as the Citizen of the Year by the Tonkowa Chamber of Commerce in 2002, and named as the Public Official of the Year by Governing Magazine in 1998.

The highlight of Sen. Muegge's career was training citizens to lobby in the state legislature on behalf of elected officials wishing to work with their constituents. Since retiring, Sen. Muegge is actively involved in governance as a political and environmental consultant.
