MELBOURNE, FL, December 16, 2019 /24-7PressRelease/ -- James Woodell Miller, PhD, has been included in Marquis Who's Who. Dr. Miller served in the U.S. Navy as a hospital corpsman from 1945-1946. He remained in the inactive Naval Reserve until 1950. Later commissioned as an ensign in the Naval Medical Service Corps until 1971, he concluded his naval service with the rank of Lieutenant.
Before embarking on his scientific career, Dr. Miller pursued an education at Michigan State University. Between 1949 and 1956, he obtained a Bachelor of Arts, a Master of Arts, and a Doctor of Philosophy, all in the field of experimental psychology and physiology.
In 1952, Dr. Miller began his career in physiological optics at the Kresge Eye Institute in Detroit, Michigan. The Institute transferred him to the Navy School of Aviation Medicine in Pensacola, Florida where research was to be done. Upon completion of several research programs, including the study of high altitude visibility with the Navy's Blue Angel Flight Demonstration Team in 1960, he accepted an offer from Hughes Aircraft Company in Fullerton, California, as a staff engineer, designing and developing aircraft cockpit displays.
In 1963 came his move to Office of Naval Research in Washington, D.C., as director of engineering psychology. Shortly thereafter, Dr. Miller was invited to develop a research program to measure the physiological and psychological performance of divers living on the seafloor. This new challenge set the tone of his career for the next 20 years.
Being transferred to the Department of Interior in 1969, he accepted the position of director of ocean technology. The newly formed National Oceanic and Atmospheric Administration called for his transfer in 1970 to assume the position of deputy director of the Manned Undersea Science and Technology program for the next 12 years.
During this 12 year period, Dr. Miller founded the consulting firm Woodell Enterprises, Inc., became a Navy qualified SCUBA diver, wrote and edited the NOAA Diving Manual, lived on the seafloor for two-2 week missions at a depth of 100 feet to conduct the first open-sea tests of new diving procedures, co-authored a book with Ian G. Koblick entitled "Living and Working in the Sea", served as liaison scientist for the Office of Naval Research in Europe, and served as associate director of the Florida Institute of Oceanography in St. Petersburg, Florida.
In order to remain aware of developments in his chosen field, Dr. Miller maintained memberships in a number of professional associations including the Optical Society of America, the American Psychological Association, the Human Factors Society, the Undersea and Hyperbaric Medical Society, the American Academy of Underwater Sciences, and the Explorer Club.
Dr. Miller has been the recipient of myriad accolades in recognition of his contributions to the field. He was awarded the Navy Superior Civilian Service Award, as well as the Arthur Flemming Award in 1966, the Distinguished Alumni Award from Michigan State University in 1973, the NOGI Science Award from the Underwater Society of America in 1986, and the Charles Shilling Award from the Undersea and Hyperbaric Medical Society in 1989.
In civic affairs, Dr. Miller has provided his time and resources to the Pensacola Chamber Orchestra from 1954-1957; Boys Scouts of America of Falls Church, Virginia, as Scoutmaster from 1963-1966; Little League Coach and Manager, 1964-1971; Chairman, Big Pine Key Florida Civic Association, 1986-1988; Vice Chairman of the Presidential Advisory Council for the Florida Keys National Marine Sanctuary from 1990-1997; member and Chairman of the Monroe County Florida Planning Commission from 1991-1994. His avocation as a volunteer musician, which began in 1952, continues to the present time.
