Ms. Simpkins is renowned as a personnel administrator with more than 55 years of excellence in her field. She initially pursued an education at Coppin State College, earning a Bachelor of Arts in 1979. After considering enrolling in law school, she graduated with a Master of Education from Temple University in 1982. Ms. Simpkins is certified as a personnel administrator.

From 1964 to 1966, Ms. Simpkins began her career as a clerk stenographer for the Unemployment Compensation Board of Philadelphia. She later worked for the West Branch OIC of America in Philadelphia, as a secretary in 1967 and a branch manager in 1969. During the 1969 to 1970 academic years, she served as the administrative assistant to the president of external affairs at the University of Pennsylvania in Philadelphia. Ms. Simpkins further flourished as the secretary of the fiscal department of the National Progress Association Economic Development from 1970 to 1972, and as both the office manager and a personnel administrator for Opportunities Academy Management Training Inc., where she has remained active since 1975.

Ms. Simpkins has been a member of the board of the YWCA North Central Branch of Philadelphia since 1984. She is additionally affiliated with the American Society for Training and Development, and the Industrial Human Services Council, where she participated on the board from 1985 to 1989. She formerly found success as the editor of Educators' Roundtable, and has written numerous articles for publication in professional journals. In her leisure time, Ms. Simpkins enjoys fishing, skiing, and writing.
