Beginning his career with the U.S. Arms Control and Disarmament Agency in 1970, Dr. Kelly later worked for the Office of Technology Assessment in Washington, the Solar Energy Research Institute (now NREL) and in senior positions in the White House Office of Science and Technology Policy in both the Clinton and Obama administrations. He was the President of the non-profit Federation of American Scientists from 2000 to 2009. During the Obama administration Dr. Kelly also served as the Principal Deputy Assistant Secretary and Acting Assistant Secretary for Energy Efficiency and Renewable Energy in the US Department of Energy.

Dr. Kelly received a Bachelor of Science in physics from Cornell University in 1967 and a Doctor of Philosophy in physics at Harvard University in 1971.

Dr. Kelly has worked extensively on energy, information, education technology and nuclear weapons and has built and managed talented organizations for the federal government, non-governmental organizations, national laboratories and the U.S. Congress. Working closely with White House offices, federal agencies, universities, and other groups, he helped define national priorities in science and technology policy throughout his career focusing on energy policy, education technology, and information technology. Dr. Kelly has authored numerous articles in professional journals on such topics as energy, physics and education.

Dr. Kelly is a fellow of the American Physical Society and the American Association for the Advancement of Science. Honored with a Leo Szilard Lectureship Award, he is also a celebrated Marquis listee who has been featured in a dozen editions of Who's Who in America, Who's Who in American Politics, Who's Who in Science and Engineering, Who's Who in the East and Who's Who in the World. Dr. Kelly has been married to his wife, Ann Elizabeth Cline, since 1969, and together they are the proud parents of two children.
