Boling with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Mr. Boling celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. A retired military officer who served his country for nearly 30 years in the U.S. Army, Mr. Boling is also a recognized numismatist, paper money authenticator, author and editor. Commissioned as a second lieutenant in 1964, he eventually served to the rank of colonel. Twice residing in Japan, first with his family as the son of a U.S. Air Force officer and later during his own military career, he has also resided in Morocco, Germany and Vietnam and in many locations throughout the United States. He notably worked for four years as the assistant deputy director of the Worldwide Military Command & Control System, Defense Communications Agency, in Reston, Virginia, between 1985 and 1989 during his military career. Mr. Boling further dedicated three years as the deputy chief of staff for computer architecture with the U.S. Army in Europe between 1989 and 1992.

Mr. Boling has had a parallel career as a numismatist. Numismatics is the study or collection of currency, including coins, tokens, paper money, medals and other related objects. Collecting since the mid-1960s, in 1973 he began specializing in Japanese issues, and in worldwide counterfeit paper money in recent years.

Mr. Boling began exhibiting his collections nationally and internationally in 1976. In 1995, he and an associate mounted a 60-case, non-competitive exhibit of World War II numismatics at the American Numismatic Association (ANA) convention in Anaheim, California, where his concurrent competitive exhibit also earned the Howland Wood Award as the nation's best competitive exhibitor. He has won numerous First Place and Best of Show Awards in several exhibiting categories. Lending his expertise as the ANA's chief exhibit judge between 1991 and 1993, 1996 to 2007 and since 2011, Mr. Boling has been training ANA judges since 1986. For his contributions to the organization, the ANA established the Joseph E. Boling Award for Excellence in Judging in 2007.

Mr. Boling has also been active at the association's summer seminar every year since 1999, where he has taught, co-taught or served as a lecturer for over a dozen courses. He has also been involved in several other teaching capacities, including an adult continuing education course called Introduction to Numismatics in Seattle, assisting a professor at the University of Washington on a numismatics seminar and instructing a three-meeting series on numismatics at the junior high school gifted and talented program in Camp Zama, Japan.

A prolific author, Mr. Boling has published numerous books as author, co-author or editor. He edited the book "Comprehensive Catalog and History of Confederate Bonds" in 2015 and co-authored "World War II Remembered: History in Your Hands, a Numismatic Study," in 1995. Other books to his partial credit include "Silent Witnesses: Civilian Camp Money of World War II," "American Red Cross in World War II: A Collectors' Guide" and "World War II Military Currency." A reviewer for several journals, Mr. Boling has contributed his knowledge to several dozen articles in his field, as well as scores of columns in newsletters.

Mr. Boling initially earned a Bachelor of Science in metallurgy from the Massachusetts Institute of Technology in 1964. He later obtained a Master of Business Administration at the University of Washington in 1973 prior to graduating from the National Defense Academy of Japan in 1984.

Mr. Boling maintains his affiliation with many hobby-related organizations, including the International Primitive Money Society, the International Bond and Share Society, the Canadian Paper Money Society, the Medal Collectors of America and the International Society for Japanese Philately. He is a lifetime member of the American Numismatic Association, the International Bank Note Society and the Society of Paper Money Collectors, and a lifetime fellow of the American Numismatic Society. Mr. Boling served the International Bank Note Society as president (four years) and treasurer (21 years) and the ANA as a governor (four years). As an authenticator, he is a member of the Professional Currency Dealers Association.

In 2010 he was inducted into the International Bank Note Society Hall of Fame and in 2018 the Society of Paper Money Collectors Hall of Fame. Among other recognitions, he accrued a 2005 Bob Everett Memorial Award from the Pacific Northwest Numismatic Association, a 2005 Farran Zerbe Memorial Award from the American Numismatic Association and a 2001 Gold Medal for Service from the International Bank Note Society. In 1989, he was also recognized as a Numismatic Ambassador by Krause Publications. A celebrated Marquis listee, Mr. Boling has been featured in approximately 45 editions of Who's Who in America, Who's Who in the East, Who's Who in the Midwest and Who's Who in the World.
