Mr. Gagné has enjoyed a very distinguished career as an attorney in Pennsylvania for nearly 40 years. First hired by Wayman, Irvin & McAuley in Pittsburgh in 1980, he later worked for several other firms before becoming partner at Clark, Ladner, Fortenbaugh & Young in Philadelphia in 1991. Today, he has been representing clients at Pepper Hamilton LLP. A large firm comprised of over 425 attorneys with locations across the United States, Mr. Gagné has been working out of the firm's Philadelphia office since 1996.

Focusing his practice in the areas of sophisticated tax planning for corporations, individuals and partnerships, Mr. Gagné boasts extensive expertise in the tax issues in asset-backed securitizations, derivatives and other highly structured and sophisticated financing transactions, taxation of pass-through entities, corporate mergers and acquisitions, state and local tax issues and controversy, and succession planning for closely held businesses. He is also very knowledgeable in estate, gift and fiduciary planning in representing trusts and estates. Additionally, Mr. Gagné is committed to serving the indigent, as well as promising charitable organizations by providing pro bono assistance in matters of wills, trusts and taxes.

Lecturing often at tax seminars, Mr. Gagné has also contributed numerous articles to various tax journals. In 2017, he notably authored "Charitable Contributions: Acknowledgements, Appraisals and the IRS's Strict Rules" in the second issue and "The IRS's Stricter Stance on Regulated Investment Company Investments in Commodities" in the first issue of Tax Update. Mr. Gagné has also served on the board of directors for Edwin L. Heim Company in Harrisburg, Pennsylvania, and Hamburg Industries, Inc., in Hamburg, Pennsylvania.

Mr. Gagné has been involved in several civic engagements throughout his career. He served on the vestry of Saint Paul's Church. He has also served as both a board member and treasurer for Justice at Work, a multilingual, legal, non-profit organization founded solely to support organizations of workers in low-paying jobs. Originally established to help those in the agricultural field, it has since expanded to serve all workers, protecting people's rights on immigration, protecting women and workers from abuse, as well as helping such individuals achieve fair wages.

An alumnus of Ithaca College, Mr. Gagné received a Bachelor of Arts, magna cum laude, in 1976. He later attended Pennsylvania State University's Dickinson School of Law, earning a Doctor of Jurisprudence in 1980, and Georgetown University, where he completed a Master of Laws in taxation, cum laude, in 1983. Mr. Gagné was admitted to the Pennsylvania and Florida Bar Associations, the Eastern and Western Districts of the U.S. District Court of Pennsylvania, and the U.S. Tax Court.

Mr. Gagné is a member of the Pennsylvania Bar Association. He is also a member of the Philadelphia Bar Association, where he has served as chairman of the federal tax committee on the taxation section. Further, he is a member of the American Bar Association, where he has been active on multiple different committees, including the Subchapter S subcommittee of The Section of Taxation.
