Mr. Donahue is renowned as a healthcare advisor and administrator with more than 45 years of excellence in his field. He pursued an education at Brown University, earning a Bachelor of Arts in 1965. He continued his education with a Master of Arts from Cornell University in 1973. He became interested in public health after two years of Peace Corps service, during which time he administered a tuberculosis control program in Malaysia. Convinced of the value of effective public health programs and education, Mr. Donahue wanted to find a way to continue giving back to those in need through his work.

From 1973 to 1974, Mr. Donahue began his career as the planner and director of Region 6 of the Health Planning Council for Greater Boston, Incorporated. He later worked as a planner and a program co-director for the Massachusetts Maternity and Newborn Regionalization Project of the Massachusetts Health Research Institute from 1975 to 1976. Mr. Donahue was also active as the Director of Health Plan Development at the Boston University Health Policy Center from 1976 to 1980 and a public health adviser for the Massachusetts Department of Health and Human Services from 1980 to 1981.

In 1981, Mr. Donahue returned to the Health Planning Council for Greater Boston, Incorporated, as an executive director, where he remained through 1989. From 1990 to 2004, he flourished as the president and the co-founder of HealthCareVALUE Management in Norwood, MA, which was the largest network of PPO providers in the New England region at the time. He additionally excelled as senior health care advisor to the Governor of Rhode Island from 2004 to 2007. A sought-after speaker in his field, he has been invited to address groups for the American Arbitration Association, Simmons College, and the Harvard School of Public Health, among others. Since 2014, Mr. Donahue has participated on the Dean 's Advisory Council at the Boston University School of Public Health.

Mr. Donahue is the author of dozens of peer-reviewed articles featured in publications, including American Journal of Obstetrics and Gynecology the Archives of Pediatrics and Adolescent Medicine, the New England Journal of Medicine, and the Journal of the American Medical Association. His work focuses on prenatal, neonatal, and pediatric medicine and outcomes from a public health and healthcare access perspective. Among other accolades, he has been presented with a Richard H. Schlesinger Achievement Award in Community Health Planning by the American Public Health Association and the American Health Planning Association. He also received multiple community service awards for his work with the Massachusetts League of Community Health Centers. Likewise, Mr. Donahue is a member and the former chairman of the New England chapter of the Ireland Chamber of Commerce in New England.

Donahue was recently honored by the Charitable Irish Society, which was founded in 1737. He was honored for his "exceptional leadership in building constructive links between civic and cultural organizations that welcome and serve the varied and immediate needs of the immigrant community."
