Dr. Purnell is renowned as a nursing educator with more than 45 years of excellence in his field. His interest in nursing began after receiving stitches to reattach his lip after an accident while working as a janitor. Dr. Purnell decided to return to academia following the incident, completing coursework at Case Western Reserve University before earning an associate's degree in nursing at Cuyahoga Community College in 1969. Graduating from Kent State University in 1973, he continued his studies with a Master of Science in Nursing at Rush University in 1977. Subsequently, Dr. Purnell obtained a Doctor of Philosophy in Health Services Administration from Columbia Pacific University in 1981.

From 1973 to 1975, Dr. Purnell began his career as a quality assurance coordinator for surgical intensive therapy and open heart surgery at Rush University. He later worked as the ICU director and supervisor of nursing staff development at Henrotin Hospital from 1975 to 1977 and an ICU supervisor at the Columbus-Cuneo-Cabrini Medical Center from 1977 to 1979. Following these appointments, Dr. Purnell flourished at the University of Delaware College of Health Sciences as an assistant professor from 1988 to 1994, an associate professor from 1994 to 1999 and a professor from 1999 to 2009, at which point he garnered professor emeritus status.

Furthermore, Dr. Purnell served as a part-time ICU float nurse at Sibley Memorial Hospital from 1989 to 1991 and a nursing administration consultant at the Delaware Psychiatric Center from 1991 to 2001. He was additionally active as the chief nursing officer at the O'Bleness Memorial Hospital from 2000 to 2002 and the clinical director of critical care and shock trauma services at Suburban Hospital from 2002 to 2003. From 1998 to 2004, Dr. Purnell taught as a visiting professor at a number of academic institutions, including the University of Panama, New York Medical College, and the University of Chiriqui.

Moreover, Dr. Purnell thrived as an adjunct faculty member at Barry University from 2004 to 2008 and the clinical director of the Capitol Hill Hospital from 2003 to 2008. Between 2004 to 2017, he found success as an assistant faculty member at Montgomery College as well as a teacher at Kean University, New York Medical College and Florida International University. Likewise, Dr. Purnell has excelled as a consulting professor at Excelsior College since 2003.

In addition to his exemplary work in human nursing education, Dr. Purnell has consulted for Banfield Animal Hospitals, developing a culturally-competent pet therapy curriculum. Notably, he is the author of "Handbook for Culturally Competent Care" in 2019, which has been translated into ten languages, in addition to myriad articles for professional publications. In light of his exceptional undertakings, Dr. Purnell has been presented with grants from the American Academy of Nursing and the Robert Wood Johnson Foundation.
