William Donald Noonan Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

Long possessed of the desire to become a patent lawyer, Dr. Noonan pursued a formal education at Princeton University where he earned a Bachelor of Arts in 1977, and subsequently attended the University of Missouri at Kansas City Law School, where he was awarded a Doctor of Jurisprudence in 1980. After practicing patent law for several years, he became interested in biotechnology patent law. To achieve this goal, Dr. Noonan matriculated at Oregon Health Sciences University where he earned a Doctor of Medicine, magna cum laude in 1991. He completed an internal medicine internship and then participated in an ophthalmology residency at the Casey Eye Institute in Portland, Oregon.

Following the conclusion of his education, Dr. Noonan became one of the top biotechnology patent lawyers in the country. As a licensed physician and accomplished lawyer, he became a partner at Klarquist Sparkman LLP where he was also a member of the Management Committee for many years. Dr. Noonan has been admitted to practice law in the states of Missouri and Oregon, the U.S. Court of Appeals for the District of Columbia Circuit, the Fifth and Ninth Circuits of the U.S. Court of Appeals, and the U.S. Patent and Trademark Office.

In addition to his primary work in patent law, Dr. Noonan previously served as an adjunct professor of patent law at the University of Oregon and Tulane University. As a respected voice in his field, and one of the first biotechnology lawyers in the country, he was asked to testify before the U.S. Congress twice in the 1990s about patenting genetic and medical inventions. He was most proud of his work representing the U.S. Government, and was able to lead his law firm into representing many federal agencies within the Government. As patent counsel to the Government he worked on many prominent patents related to the Human Genome Project, bioterrorism, neurological diseases, the treatment and diagnosis of cancer, HIV, Ebola and other diseases.

Throughout the course of his career, Dr. Noonan has contributed his unique expertise to his field in other ways. During law school he was the case notes editor of the Law Review. He has subsequently authored many scholarly publications in medical and legal journals about medical patents, and frequently lectured at universities and national research laboratories. He also founded the Klarquist Sparkman Life Sciences Group, which became the largest supplier of legal services to the United States Government. Presently, Dr. Noonan maintains his professional affiliation with the Oregon Bar Association, the and the Alpha Omega Alpha honor medical society.
