Stephen Kain was elected to a seat on the district's board of trustees and was elected board president.

Mr. Kain is renowned as a retired educator, school board member, and special education advocate. He initially pursued an education at Fresno State University, earning a bachelor's degree in history in 1975 and received his teaching credential in 1976 from the same university. While enrolled in college, he was diagnosed with Attention-Deficit Disorder, a condition that had gone undiagnosed for his entire childhood and had affected his academic achievement significantly. Subsequently, Mr. Kain's diagnosis developed into an interest in the field of special education.
Mr. Kain began his career coaching sports and teaching history in the Hollister School District in 1985, and would continue to teach until his retirement in 2012. In 1989, he accepted a Distinguished School Award from the state of California on behalf of the newly-opened Marguerite Maze Middle School. Following his retirement, Mr. Kain devoted himself to golfing on a full-time basis.
While recovering from a devastating back injury, Mr. Kain realized that he missed teaching and the school environment, and believed that he should be doing more for his profession. Soon thereafter, he began attending school board meetings, and quickly came to understand that the superintendent at the time was ignoring the needs of special education in the district was far more dysfunctional than when he had retired. In 2016, Mr. Kain was elected to a seat on the district's board of trustees and was elected board president. The first step taken was to hire a new superintendent who specialized in resolving special education issues.
By the final board meeting of Mr. Kain's term, the new superintendent and other members of the board had been able to resolve all of his concerns about the special education program. He considers this achievement to have been the highlight of his career, and he is proud to have been able to continue to help improve the Hollister School District. Notably, Mr. Kain is a past president of his local union.
