Nancy Lyon Spruill, PhD, Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

Now retired from her position as Director, Acquisition Resources & Analyses, Dr. Spruill was employed in the Office of the Under Secretary of Defense (USD) for Acquisition, Technology & Logistics (AT&L) for nearly two and a half decades. As the business acquisition workforce functional leader and senior Department of Defense subject matter expert, she was responsible for a variety of tasks. Among them, she created and supported education training, advised the USD regarding business community workforce programs, and provided instruction and leadership to the business functional integrated product team. Dr. Spruill's long and distinguished career also included appointments in the Program Analysis & Evaluation (PA&E) division; and as Director Programs & Analysis Division and acting comptroller of the Defense Mapping Agency; as well as study director and several other roles with the Center for Naval Analysis. Additionally, she served as an associate professor and lecturer in statistics at George Washington University and earned distinction as a consultant in her field.

Dr. Spruill received a Bachelor of Science in Mathematics with honors in 1971 from the University of Maryland. She was subsequently accepted to the George Washington University, where she received a Master of Arts in statistics in 1975 and a Doctor of Philosophy in mathematical statistics in 1980. During 1975, Dr. Spruill was a fellow at the Center for Naval Analysis, a nonprofit research and analysis organization in Virginia.

Throughout the course of her illustrious career, Dr. Spruill contributed several articles to prominent newspapers. Most notably 'Perspective: Politics by the Numbers' and 'Rinse Away that Dreaded Statistics Cling,' were published in the Washington Post in 1984 and 1988, respectively. Dr. Spruill has served as the chairperson of the Defense Section of the American Statistical Association. She is also a former first vice president of programs and past president of the Senior Professional Women's Association in the Office of the Secretary of Defense.

Long passionate in her love of statistics, Dr. Spruill notably persevered in her attempts to succeed in a traditionally male-dominated field. She earned considerable distinction. Her many honors and awards include the Department of Defense Medal for Distinguished Civilian Service, the Secretary of Defense Medal for Exceptional Civilian Service, the Secretary of Defense Medal for Meritorious Civilian Service, the Hammer Award, the Acker Skill in Communications Award, and two Presidential Rank Awards (in 2000 and 2017). In 2019 she was inducted into the Defense Acquisition University's Hall of Fame. A celebrated Marquis listee, Dr. Spruill has also been cited in the 17th edition of Who's Who of American Women.
