Celebrating over 40 years of expertise in compassionate medical care, Dr. Carter offers his services at a number of hospitals in the southern region of the United States. Before embarking upon his professional path, he pursued his education at the University of South Carolina, earning a Bachelor of Science in 1971 and a Doctor of Medicine at the Medical University of South Carolina in 1975. With these degrees in hand, he continued his training as an intern at Richland Memorial Hospital at the University of South Carolina. Following a year overseas in the Mideast as a Destroyer Squadron Medical Officer, he began his specialty training as a resident in obstetrics-gynecology at the Naval Regional Medical Center of San Diego, California, from 1977 to 1981. He spent two years at the United States Naval Medical Center in Okinawa, Japan from 1981 to 1983 including Chief of Ob/Gyn the latter part of his assignment. Dr. Carter then became an Attending Physician at Georgetown Memorial Hospital. Dr. Carter lowered the Perinatal Mortality rate from 12% to 7%. Dr. Carter later held the position of Ob/Gyn from 1990 to 1992.

At the conclusion of his affiliation with Georgetown Memorial, Dr. Carter joined the faculty of the Medical University of South Carolina as Assistant Professor of Obstetrics-Gynecology, teaching advanced laparoscopic surgery to Resident and Attending Specialists. He was sought out for national lectures from San Diego, CA to New York, NY. He built a national reputation in Advanced Laparoscopy, Pelvic Pain and Laparoscopic and Robotic Assisted Hysterectomy procedures. Dr. Carter developed the Modern Technique of Laparoscopic Abdominal Cerclage for the Incompetent Cervix, for which his work and subsequent sentinel publication elevated him from Associate Professor to Full Professor of Obstetrics and Gynecology at the Medical University of South Carolina. Dr. Carter developed one of the first Gynecologic Simulation labs at the Medical University of South Carolina, which was ground breaking. He retired from the Medical University of South Carolina in 2013 as the Director of the Gynecologic Simulation Laboratory to pursue a lifelong dream to practice in underserved areas. Prior to leaving the Medical University of South Carolina, he was awarded the title of "Professor Emeritus of Obstetrics and Gynecology." Retiring from the Medical University of South Carolina he brought his Advanced Laparoscopic knowledge and skills to the rural county of Williamsburg, SC. There were no gynecologists in the entire county. He was able to obtain advanced equipment and tools from various medical companies and Williamsburg Hospital to bring modern gynecologic practice and surgery to this underserved area. He continues to consult with many physicians and patients for his gynecologic knowledge and skills.

Over the course of his career, Dr. Carter has written extensively within his field of study, authoring scholarly works for medical journals as well as a sentinel article on laparoscopic surgery and cerclage in pregnancy. He maintains his membership in several pertinent organizations. He is the only South Carolina member of the prestigious Society of Gynecologic Surgeons. When he is not providing quality care to his patients, Dr. Carter enjoys spending time with his family and scuba diving.
