Now retired from a successful career as a court administrator, Mr. Foster transitioned toward government service after working for the Midland Association of Retarded Citizens as a program counselor for one year after college. Hired by the U.S. District Court for the Eastern District of Michigan in Bay City as a courtroom deputy clerk in 1981, his position was the beginning of a distinguished, 35-year tenure in the field. Mr. Foster held the roles of a trial court administrator for the Judicial Department in Oregon and the Supreme Court in Idaho, a circuit court administrator for the Kent County Circuit Court and, ultimately, as the chief deputy clerk for the U.S. District Court for Western Michigan between 2004 and 2017.
To better serve his community, Mr. Foster helped implement the citizen advocate program in Idaho Falls to get children involved in the family court system, which he regarded as an extremely rewarding experience. He was also very active in youth sports as a coach for the Idaho Falls Youth t-ball league at the YMCA and the soccer and t-ball teams in Grand Rapids, as well as an assistant coach for the American Youth Soccer Organization in Idaho Falls. Furthermore, Mr. Foster was aligned as a member of the Lake Huron area council for the Boy Scouts of America in Midland. He remains active on the board of directors and as the secretary of the New Branches Charter School at Central Michigan University since 1996 and volunteers his time with a local equestrian center that specializes in therapeutic riding.
Prior to embarking upon his professional journey, Mr. Foster studied locally and acquired an Associate of Science at Delta College in 1976. He subsequently transferred to Michigan State University, where he attained a Bachelor of Arts in criminal justice in 1978. Continuing his studies, Mr. Foster completed a Master of Science in judicial administration at the University of Denver in 1980.
To support his professional endeavors, Mr. Foster is a member of the National Association of Court Management and the American Judicature Society and is an associate member of the judicial administration division of the American Bar Association. Further, he is a past president of the Michigan Association of Circuit Court Administrators. A celebrated Marquis listee, Mr. Foster has been showcased in the ninth and 10th editions of Who's Who in America Law, the 24th edition of Who's Who in the Midwest and the 23rd edition of Who's Who in the West.
