Inspired by his grandfather, Dr Edward pursued a career in healthcare, completing his early education at St George College in Egypt at the tender age of 16. Upon graduating, he relocated to the United States, advancing his education with US-based education and then joining the U. S. Air Force where he served between 1990-2012 and retired as a Colonel. During his 22 years of service Dr Edward gained valuable expertise and many degrees and advanced in rank well ahead of his peers in a number of executive healthcare positions, including Chief Executive Officer, Chief Operating Officer, and Chief of Staff in Washington DC as well as Chief of Medical Programs at Pacific Forces.
An acclaimed industry executive, Dr Edward subsequently worked as Chief of Quality and Chief Operating Officer for RCMS office in Dell US/UAE division. In his capacity he maintained responsibility of 9 hospitals and more than 40 clinics in the UAE health system. Additionally he liaised with SEHA, an independent public joint stock company created to manage and develop the activities of 12 public hospitals and 40 clinics in Abu Dhabi.
Following his work with Dell, Dr Edward gained valuable expertise in international operations as the Director of International Medical Operations for Honey Well Technology Solutions, where he maintained supervisory responsibilities for medical operations of hospitals and hospital ships and build-out of medical facilities across Turkey, UAE and Oman. After finishing honing his skills with Honeywell he transitioned to Denver Colorado where he was the Market Chief Executive Officer over multi-market facilities. Kindred a Fortune 100 company, he helped grow the market share for inpatient services in 2 of their large facilities in Denver and Aurora.
Supported by nearly three decades of experience, he was hired by UCSD and excels today as the Chief Executive Officer of El Centro Regional Medical Center, an acute care medical center affiliated with the University of California San Diego Health System. Throughout his storied career, Dr Edward has experienced many career highlights, including his current position where he was able to raise $125M dollars in bond money to seismically meet California requirements and expand healthcare services to a Latino community that was disadvantaged, respond to HAITI operations while serving as Chief Of Staff in Bethesda Joint Task Force Medical, Deploy to Baghdad Iraq for 2 years as Senior Advisor to the Minister of Health, Health Attaché/Acting, and Multi National Security Transition Command Surgeon to Gen Dempsey who served as the 18th Chairman of the Joint Chiefs of Staff from October 1, 2011 until September 25, 2015 and many multi-billion dollar healthcare budgets during his career.
A lifelong student, Dr Edward completed several degrees after earning an early degree in Cairo Egypt. In 1986 he received a Bachelor Of Science Degree in Microbiology from Wichita State University. Three years later he earned a master of science in managerial economics from Florida Metropolitan university. He had finished squadron officer school and Air Command and Staff College programs provided by the Armed forces and at the turn of the century, he attended Trinity University, earning a Master's of Science in Health Care administration before being selected to attend Air War College and earn a Master's of Science Degree in International Studies at Air University. More recently he earned a Doctor of Health Care Administration from the Medical University of South Carolina College of Medicine in 2007, and a masters certificate in project management from Villanova University in 2008. He has advanced his studies in healthcare finance through a program offered through the armed forces and earning him Certification as Health Insurance executive from Northwestern University Kellogg School of Management. He is also a graduate of the Federal Healthcare executive school of military healthcare executives in Washington DC offered through George Washington University.
Well regarded as an expert in his field, Dr Edward became a fellow with the American College of Healthcare Executives and an Air Force Regent from 2000-2004, a diplomat and Certified Fellow of the American Academy of Medical Administrators. He has devoted to his community, he dedicated himself to the Imperial County Public Policy Committee as Chair, where he has served as a health commissioner since 2016. In previous years, Dr Edward contributed as a member of the Denver District Board on Urban Development, The American Lung Association and the Habitat of Humanity International.
For his excellence in health management, Dr Edward has been recognized many times over as a Young Health Care Executive of the Year, and received the William Newcomers Healthcare executive of the year award and many others too long to cover. Looking into the future Dr Edward would continue to care for this community, any other US community or return back to United Arab Emirates to operate hospitals once again or possibly pursue teaching on a full-time basis.
