Mr. Oliver is a retired air traffic controller who was employed with Dynamic Science Inc. at Aberdeen Proving Ground, Maryland, for more than 15 years, until 1990. The organization provides engineering, technical and aviation support to U.S. government agencies, local governments and private companies, with over 25 years of expertise in its field. It is notably a subsidiary of Exodyne Inc.

A proven leader in the industry, Mr. Oliver formerly contributed for more than two decades in the U.S. Army. Following the example of his great-grandfather, who served as a first lieutenant in the U.S. Army during the Civil War, he enlisted in 1948 at the age of 16, advancing to a staff sergeant in 10 years. During his tenure, Mr. Oliver also held various assignments in the U.S. and abroad in Vietnam, Korea and Germany before retiring in 1970. One of his fondest memories, he noted, was his time stationed in Germany, where he was responsible for a 50-man platoon.

Mr. Oliver formerly flew as an aviation training officer for the Maryland Defense Force. A volunteer military organization, it was created to strengthen the Maryland National Guard during emergencies. Among his professional memberships, Mr. Oliver is a founder of the America Legion Riders in Cecil County, Maryland, and the Cecil County Maryland chapter of the Vietnam Veterans of America. He is also a former secretary of the Association of Regular Army Sergeants, an honorary lifetime member of the Green Knights and a commander of the Honor Guard.

Born in Waterloo, Iowa, Mr. Oliver later graduated from high school in Minneapolis before enlisting in the military. In recognition of his service, he was decorated with a Bronze Star Medal. He was also commissioned as a Kentucky Colonel by the governor. A celebrated Marquis listee, Mr. Oliver has been cited in the 23rd edition of Who's Who in the East.
