Appointed to serve as a U.S. observer for the International Fund for Ireland (IFI) in June 2020 by the Trump administration, Mr. Reilly brings with him decades of public service experience. He recently served as chairman of the U.S. Parole Commission (USPC) for the U.S. Department of Justice between 1992 and 2009. Mr. Reilly's background also includes three years as the assistant majority leader for the Kansas Senate, 28 years in the Kansas Senate and one year with the Kansas House of Representatives. Furthermore, Mr. Reilly devoted nearly three decades of his career to real estate insurance and banking as the vice president of Reilly & Sons, Inc. in Leavenworth and vice president of First State bank of Lansing, Kansas.

In his current role, Mr. Reilly is responsible for representing the U.S. government in various capacities. In addition to conveying policy and positions, he is tasked with communicating with the United States Agency for International Development and the State Department. The IFI is an independent, international organization that seeks to promote peace, economic and social progress in various ways throughout Ireland.

When Mr. Reilly was elected to public office, he was one of the youngest Kansas legislators. Proving his worth, he successfully chaired the senate committee on federal and state affairs, chaired the senate insurance subcommittee and served as the vice chairman of the senate elections committee. Once he transitioned into corrections, he notably served as commissioner of the USPC's national appeals board. Other commitments included the role of commissioner of the Commission on Accreditation for Law Enforcement Agencies, advisory member of the American Justice Institute of Federal and State Prisons, community liaison committee member of the U.S. Penitentiary in Leavenworth, and member of the State Attorney General's Task Force on Drug Education in Kansas.

Mr. Reilly's civic duties have spanned from serving on the National Highway Safety Advisory Committee to an active role on the Board of Directors of the Leavenworth Association for the Handicapped. He was also active in various capacities with the Trinity National Leadership Roundtable, the Catholic Campaign of America and the Kansas Advisory Board of Juvenile Offenders, and was instrumental on the Board of Trustees of American University in Rome and the Advisory Board of the School of Philosophy at Catholic University.

A native of Leavenworth, Mr. Reilly attended college locally, receiving a Bachelor's Degree from the University of Kansas in 1961. Mr. Reilly is currently a member of The Board of Trustees of the International World of Politics.

A recognized affiliate of numerous professional organizations, Mr. Reilly is a member of the National Criminal Justice Association, the American Correctional Association, the American Probation and Parole Association and the Association of Parole Authorities International.

Mr. Reilly's accomplishments have been credited with numerous awards, The Carnegie Hero Fund Commission Award and Medallion for Heroism. He received an American Police Hall of Fame Award, a Good Samaritan Award from the Order of Michael the Archangel Police Legion, a Commendation Award from the Mayor and City Commission of Leavenworth, and a Silver Angel Award from the Kansas Catholic Conference. He was also named Kansan of the Year by the Kansas Society of Washington and was the recipient of the Distinguished Alumnus Award of Kansas University College of Liberal Arts. A celebrated Marquis listee, Mr. Reilly has been showcased in over 50 editions of Who's Who in America, Who's Who in American Law, Who's Who in American Politics, Who's Who in the East, and Who's Who in the Midwest.
