Xiu-Fang "Sue" Chen Recognized for Excellence in Immigration Law

Ms. Chen immigrated to the United States to pursue a career in law



    NEW YORK, NY, December 09, 2020 /24-7PressRelease/ -- Xiu-Fang "Sue" Chen has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Xiu-Fang Chen is also known as Sue Chen or Sue Chen Carroll. Having earned a Bachelor of Arts from Tianjin Normal University in China, Ms. Chen was among the group of students who came to study in the United States soon after China adopted the open-door policy. She received a Master of Arts in English literature from Temple University and a Doctor of Jurisprudence from the University of Maryland. Ms. Chen was admitted to practice law by the Maryland State Bar Association in 1995. While still in law school, Ms. Chen worked as a law clerk at the Federal Bureau of Prisons, and simultaneously worked as a legal intern in the corporate law department of Piper & Marbury in Washington, D.C. Recruited by the Attorney General's Honors Program, Ms. Chen accepted a position with the Immigration and Naturalization Service.

Ms. Chen found success as a Special Assistant U.S. Attorney with the U.S. Attorney's Office for the Southern District of New York from 2002 to 2011. She litigated immigration cases before the Second Circuit Court of Appeals, and the Southern District Court of New York. A number of cases she handled were published in Westlaw. She currently excels as a senior attorney for the U.S. Department of Homeland Security, Immigration and Customs Enforcement. In this position, she represents the U.S. Department of Homeland Security in New York Immigration Court, and before the Board of Immigration Appeals. Her legal writings often involve the interpretation of complex and novel immigration laws. She also reviews and edits legal writings of other attorneys and conducts office-wide training sessions.

Ultimately, Ms. Chen has pursued a career in immigration law because, as an immigrant herself, she has a strong interest in this area of law, and because she desires to pursue justice. Ms. Chen has recently retired. She has been most proud of having been able to contribute to the development of immigration law. In addition, she has been grateful for the many people who had helped her during her career. Over the years, Ms. Chen has attributed her professional success to her hard work and persistence.
