John P. "Phil" Colton Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

"Phil" Colton with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Mr. Colton celebrates many years' experience in his professional network and has been noted for achievements, leadership qualities and the credentials and successes he has accrued in his field. Mr. Colton served as an advisor to the Governor of Utah on the Energy Council between 2004 and 2010, also advising private energy companies. Additionally, he was an adviser to the legislative working group on energy. A senior scientist who previously retired after 15 years of service with the U.S. Atomic Energy Commission, the Nuclear Regulatory Commission and the Arms Control and Disarmament Agency in the Department of State, Mr. Colton found success in a number of positions with the United Nations International Atomic Energy Agency in Vienna, Austria. Between 1976 and 1981 he was a Project Manager of nuclear fuel cycle, and was the Scientific Secretary of the Spent Fuel Storage International Working Group, where he authored several publications. From 1991 to 1999, he had diplomatic status as the Director of Fellowships and the Division Director of Budget and Finance in the Department of Technical Cooperation.

From 1963 to 1973, Mr. Colton worked in the private nuclear industry for Phillips Petroleum Company at the Nuclear Reactor Test Station in Idaho and for United Nuclear Corporation in the manufacture of nuclear fuels in Missouri, ending his service as Corporate Quality Assurance Manager in Connecticut.

He has been associated with Brigham Young University as a Fellow of its International Center for Law and Religious Studies, which is a part of the J. Reuben Clark Law School, since 2003 and as an advisor to the College of Mathematical and Physical Sciences since 2012. Mr. Colton also served as the executive director of the LDS International Society from 2010 to 2013.

Enlisting in the Utah National Guard in 1954, Mr. Colton attended Officer Candidate School at Fort Benning, Georgia, later transferring to the U.S. Army Reserve. In 1991, he retired as a Colonel, commanding a unit that was mobilized during the Persian Gulf War. Mr. Colton's other commitments included volunteering as a representative for the Church of Jesus Christ of Latter-day Saints in Germany (1957 - 1960) and as a Mission President in South-East Asia (2000 2003). He also was a representative of the Church of Jesus Christ of Latter-day Saints and of the LDS Charities at the United Nations in New York City (2014 - 2015).

Mr. Colton is a graduate of the University of Utah, from which he earned a Bachelor of Science in Metallurgical Engineering in 1963. He subsequently completed graduate coursework in Nuclear Engineering at the University of Idaho and in Engineering Management at the University of Missouri between 1963 and 1973. As an Eagle Scout and scout leader, he devoted time and energy to the Boy Scouts of America in Idaho Falls, Vienna, Austria, and Maryland.

In 2005, Mr. Colton, other staff members and the Director General of the IAEA were jointly awarded the Nobel Peace Prize in recognition of their contribution to the work of the International Atomic Energy Agency. Several years later, he was recognized as Uintah High School Distinguished Alumnus in 2012. A celebrated Marquis listee, Mr. Colton has been featured in the 62nd through 67th editions of Who's Who in America and the 26th edition of Who's Who in the World.
