For more than 45 years, Dr. Boger has excelled as an educator, researcher and consultant focused on the science of military decision-making, leadership and management. He holds a Bachelor of Science in management science from the University of Rochester, and proudly served to the rank of a lieutenant in the United States Navy between 1968 and 1975. While serving in the Navy, Dr. Boger earned a Master of Science in management science from the Naval Postgraduate School, and continued his education at the University of California Berkeley after his honorable discharge, completing a Master of Arts in statistics in 1977 and a Doctor of Philosophy in economics in 1979.
While pursuing postgraduate study, Dr. Boger worked as a research assistant at the University of California and, in 1979, returned to the Naval Postgraduate School as an assistant professor of economics. He rose to become an associate professor in 1985, and a full professor in 1992. Throughout the 1990s, he held a variety of leadership positions within the Naval Postgraduate School, including terms as the chairperson of the department of command, control, and communications, the chairperson of the department of computer science and the chairperson of the department of information warfare. From 1997 until 2001, Dr. Boger served as the dean of the school's division of computer and information sciences, leading to his 2002 appointment as the founding chairperson of the department of information sciences, a position he continues to hold.
In addition to his continuing work with the Naval Postgraduate School, Dr. Boger continued to build a prolific career as the executive director of the National Security Institute from 2008 until 2012, and as the chairperson of the Cyber Academic Group from 2017 until 2019. For more than 40 years, he has worked as a legal and economic consultant for clients, including the CSX Corporation and a frequent contributor to professional and industry journals. He is a Flood Fellow, a grantee of the A.P Sloan Foundation and a former associate editor of Logistics and Transportation Review, the Journal of Cost Analysis and the Journal of the Transportation Research Forum, among others. He looks forward to continuing his career with the Naval Postgraduate School, with an emphasis on further research and supervision of students. Dr. Boger is a member of the Institute of Electrical and Electronics Engineers, the American Statistical Association, the American Economic Association, the American Institute of Aeronautics and Astronautics and a past secretary-treasurer of the Institute for Operations Research and Management Science.
