Mr. Stubbs is a retired United States Air Force brigadier general, staff attorney and staff judge advocate celebrating more than three decades of service. The son of a military judge advocate, he knew from a young age that he would follow the same path. Mr. Stubbs earned a Doctor of Jurisprudence at Harvard Law School in 1970 after completing his undergraduate studies at the University of Georgia.
Mr. Stubbs began active service as a judge advocate in the U.S. Air Force in 1970. His first duty assignment was at Hanscom AFB, MA, from 1970 to 1973 as a staff attorney in the Electronic Systems Command. In 1973, he was assigned to the 21st Composite wing at Elmendorf Air Force Base in Anchorage. He was named as the deputy staff judge advocate for the 314th Military Aircraft Wing at Little Rock Air Force Base from 1978 until 1980, when he was transferred to the Air Force Trial Team at Wright Patterson Air Force Base. In the mid-1980s, Mr. Stubbs spent two years serving as the Staff Judge Advocate for the 51st Tactical Fighter Wing in South Korea, after which he returned to the United States in 1986 to become a judge advocate at the Pentagon, a three-year assignment that he considers to be among his greatest accomplishments. From 1989 to 1990 he attended Air War College. In 1990, promoted to Colonel, he was the Staff Judge Advocate for the Warner Robins Air Logistics Center, Robins AFB, GA. In 1992, he was assigned as the Deputy Staff Judge Advocate, Air Force Material Command, Wright-Patterson AFB, OH. In 1995, he was assigned as the Staff Judge Advocate, Air Force Space Command, Peterson AFB, CO.
Mr. Stubbs was named as the Commander of the Air Force Legal Service Agency in Washington D.C. in 1996. Promoted to Brigadier General in 1999, he returned to Wright Patterson Air Force Base as the Staff Judge Advocate for Air Force Material Command. He retired from active service in 2002.
In 2003, Mr. Stubbs began working for NASA at the Kennedy Space Center, FL. In 2004, he was named as the chief attorney at Kennedy Space Center, where he would practice until 2014. During this time, he contributed to legal work that was instrumental in the creation of the modern civilian space sector.
By the time of his retirement at the rank of a brigadier general, Mr. Stubbs had been decorated with the National Defense Service Medal (1 oak leaf cluster), Legion of Merit (1 oak leaf cluster), Meritorious Service Medal (5 oak leaf clusters), the Air Force Outstanding Unit Award, and the United States Air Force Achievement Award (1 oak leaf cluster), among many other honors. The Air Force association named him the Outstanding Air Force Judge Advocate for 1994. Committed to supporting his community at large, Mr. Stubbs has provided extensive pro bono work for Brevard Legal Aid, and has held volunteer leadership roles with the Boy Scouts of America, Brevard County Sharing Center, and the Field Manor historic site and venue.
