Bliton, EdD, with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Dr. Bliton celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. Dr. Bliton excelled in education in his home state of Indiana for more than 30 years. After earning a Bachelor of Science in education at Ball State University in 1959, he began his career with the Southwestern-Jefferson County School District in Hanover that same year. He later worked for more than six years at Seymour Community Schools. Inspired by his experiences in these positions, Dr. Bliton continued his studies at Ball State University with a Master of Art in special education in 1966.

Between 1968 and 1987, Dr. Bliton flourished as a consultant and the director of special education for the Indiana Department of Education. During this time, a period of growth in special education, he returned to academia as an adjunct faculty member at Indiana University in 1979. Likewise, he was additionally active at the aforementioned university as a special assistant at the Institute for the Study of Developmental Disabilities in 1987. A certified teacher and administrator, Dr. Bliton graduated with a Doctor of Education at Indiana University in 1987.

As an expert in his field, Dr. Bliton served on various federal education committees in Washington, such as the U.S. Department of Education's regulation development committee between 1975 and 1982. He was also an influential member of the Indiana Governor's Commission on the Handicapped in Indianapolis between 1972 and 1986 while employed with the Indiana Department of Education. Appointed as the director of the Illinois Special Education Leadership Institute from 1989 to 1992, Dr. Bliton found success in consulting in Bloomington for another 10 years before retiring in 2001. Dr. Bliton has conducted a great deal of research in his field over the years as well, co-authoring peer-reviewed articles to various professional journals. He also co-authored the book, "The Least Restrictive Environment for Special Needs Students" with Henry Schroeder through Indiana University Press. Furthermore, Dr. Bliton supported the Council for Exceptional Children, a national association, as well as the state and local affilites. He was also President and member of the board of directors of the National Association of State Directors of Special Educating from 1974 to 1978.

In 1979, Dr. Bliton accepted a Distinguished Service Award from the Indiana Council for Exceptional Children. He was honored with a Distinguished Service Award from the Indiana Council of Administrators of Special Education in 1985. A celebrated Marquis listee, Dr. Bliton has been featured in the fifth edition of Who's Who in American Education. He was listed in the 1971 edition of Outstanding Young Men of America.
