Having retired after more than 40 years of exemplary performance in the field of medicine, Dr. Phillips distinguished himself as a gastroenterologist and familiar face in Washington, D.C., having maintained his solo private practice from 1974 until 2016. He was affiliated with the George Washington University Hospital in downtown Washington, D.C. and Sibley Memorial Hospital, in the Palisades section of the nation's capital. Garnering a reputation for first class care, he left behind many satisfied, healthy patients. Notably, Dr. Phillips chose gastroenterology because he thoroughly enjoyed helping people live a healthy lifestyle and helping them quell symptoms that enabled them to regain the ability to enjoy their food.

Prior to his tenure in practice, Dr. Phillips, served for two years in the U.S. Air Force as a major between 1972 and 1974. The last of the two years was as the Chief of Gastroenterology at Malcolm Grow Hospital, at Andrews Air Force Base. Shortly after fulfilling his Air Force duty, Dr. Phillips established a solo practice of Gastroenterology in downtown Washington DC which continued for 42 years. While in practice he was also a consultant for the Social Security Administration in Washington beginning in the late 1970s and continuing through the present time.

An equally successful educator, Dr. Phillips taught as a Clinical Professor of Medicine at George Washington University, School of Medicine and Health Sciences throughout his career. On campus, he was highly regarded as a mentor and colleague. Dr. Phillips has also long served as a contributing editor for Oakstone Publications' Practical Reviews in Gastroenterology. Supporting his professional career, he is an elected fellow of the American College of Physicians and was also a member of the American Gastroenterology Association and the American Association for the Study of Liver Disease.

Dr. Phillips was born in Brooklyn, New York. After graduating from high school, he studied locally at Brooklyn College, City University of New York, where he received a Bachelor of Arts in biology in 1962. Aspiring to be a dentist after winning a New York Regents Scholarship in Medicine and Dentistry he enrolled at the New York University School of Dentistry where, after successfully completing his first year he decided to change his career path to Medicine. He then continued his studies abroad attending the School of Medicine of the Catholic University of Louvain, in Louvain Belgium. He later transferred to the State University of New York at Buffalo School of Medicine where he completed his medical education receiving his M.D. Degree in 1967. Additional educational pursuits to his credit include an internship at the Zuckerberg San Francisco General Hospital and Trauma Center, in San Francisco, California as well as a two year residency in internal medicine at the Albert Einstein School of Medicine at Montefiore Hospital and Medical Center in the Bronx, New York, a fellowship in gastroenterology at Johns Hopkins University in Baltimore and a second fellowship in liver disease at Yale University in New Haven, Connecticut. Eminently qualified in his field, Dr. Phillips is a diplomate of the American Board of Gastroenterology and the American Board of Internal Medicine. During his many years of practice Dr. Phillips was Honored to be named in the Top Doctors issue of the Washingtonian Magazine from 1994 to 2014. He was also honored to be named in the Guide to Top Doctors (Consumers Checkbook) 2000-2010, Best Doctors in America 1994-2010, Who's Who in America 2000-present and Who's Who in the World 2001-present.
