Ronald A. Kienlen, Esq., Celebrated for Dedication to the Field of Law

Mr. Kienlen provided decades of expertise to his role as a judge with the Armed Services Board of Contract Appeals



    WILLIAMSBURG, VA, February 24, 2021 /24-7PressRelease/ -- Ronald A. Kienlen has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected based on current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Dedicated to serving his country, Mr. Kienlen joined the Army Reserve Officer Training Corps while pursuing a Bachelor of Arts from the University of Notre Dame in 1961. He subsequently completed a Doctor of Jurisprudence at the University of Illinois in 1964 before entering active duty with the United States Army as a Judge Advocate Officer during the following year. Less than a decade later, Mr. Kienlen was discharged from active duty and continued his military service in the U.S. Army Reserves, allowing him to pursue a legal career as a civilian.

In 1974, Mr. Kienlen began his civilian career as an attorney within the Executive Office of the President. His primary responsibility was for the final drafting of Presidential Executive Orders and Proclamations for three Presidents. In 1982, he left the Executive Office to work on the drafting of the new Federal Acquisition Regulations. Three years later he was appointed the Army Deputy Chief Trial Attorney for Contract Appeals before the Armed Services Board of Contract Appeals (ASBCA). He was later appointed as a Judge on the ASBCA, where he served for over 16 years, from 1989 until his retirement in 2006.

Throughout his career, Mr. Kienlen has maintained involvement within his community, including with the Junior Chamber of Commerce. He was instrumental in organizing the Board of Contract Appeals Bar Association and served as its second President. While a judge, he served as the President of the BCA Judges Association. After retirement from his position as a judge, Mr. Kienlen was one of the co-authors of the First and Second editions of the Government Contracts Disputes legal reference book published by Thomson Reuters. In retirement, he continues to remain active as an arbitrator with the American Arbitration Association.
