Empowerment Associates is a Human Capital Management Consultant (HCM) corporation. After many years in (HCM), Dr. Smith formed Empowerment Associates Inc. in 1996 and transitioned to an LLC in 2016. The company is located in North Las Vegas, Nevada. Over the past 25 years, she has provided support to individuals with their federal employment endeavors. As a (HCM) expert and employee advocate, Dr. Smith has a unique perspective and approach concerning talent acquisition, She perceives people as assets (human capital) whose current value can be measured and whose future value can be enhanced through investment. She has successfully assisted incalculable eligible individuals acquire careers in various industries ranging from administrative, cyber security, data management, engineering, finance and accounting, human resources, information technology, and medical support.

Dr. Smith has an impressive employment history. She served as the University Administrative Affairs Director for California State University's 22 campus sites. Noteworthy roles included appointments and promotions with eight federal agencies, (i.e., U.S. Navy, SSA, FDIC, FDA, DOD, DOE, USPS, and VA). She acknowledged her past employers as America's Greatest Humanitarians and Employer of Choice. Furthermore, she testifies that these unspoken heroes are the essence of America, ethics, integrity, compassion, and leadership and represent the very core of our nation's foundation. Dr. Smith reports it was the federal government human capital management initiative and the Zeta Phi Beta Sorority, Incorporated that inspired her philanthropic commitment and career as an entrepreneur. She established an off-campus tutorial program for low-income, historically underrepresented students at each of her alumni institutions. Moreover, she continues to tour various universities and military bases throughout the country endorsing the Federal Government as an Employer of Choice. During her tenure as a federal officer, she was simultaneously operating her company part-time while conducting her philanthropic functions.

Dr. Smith is a loyal patriot and retired disabled navy veteran who has received numerous awards and accolades. She received the 2006 Lakota Sioux Native American Warriors Medal of Valor, and the 2018 Society of HR Management SCP Talent Connections, LLC Certification Scholarship. Dr. Smith served as Keynote Speaker for the Salem Oregon NAACP Annual Educational Forum and was awarded the 2011 Salem Oregon NAACP Community Service Award. She was also the recipient of the 2002 Zeta Phi Beta Sorority, Incorporated Rho Omicron Chapter Exemplifying Finer Womanhood Award. However, she reports the highest honor beside the Medal of Valor was her admittance to the Zeta Phi Beta Sorority, Incorporated's Alpha Xi Zeta Chapter in Tuskegee, Alabama during her freshman year as a doctoral student at Auburn University prior to transferring to the University of Oregon in 2001. Highly educated, and a dyslexic, Dr. Smith received an Associate of Arts from Solano Community College, Suisun City, California; 2 Bachelor of Arts from the University of California-Davis, and also a Master of Science from Southern Illinois University at Carbondale, concluding with a Doctor of Education from the University of Oregon. She also wrote the 2017 USPS Diversity Inclusion Training Program entitled, "Leveraging Diversity for Leaders," which was implemented on a national level.
