Dr. Randall has garnered a laudable reputation as a Charles Lunsford professor emeritus at Virginia Polytechnic Institute and State University, having retired from his official duties in 2001.

Having accrued more than 40 years of inimitable experience in the field of civil/environmental engineering, Dr. Randall has garnered a laudable reputation as a Charles Lunsford professor emeritus at Virginia Polytechnic Institute and State University, having retired from his official duties in 2001. As a professor of engineering, he chaired the environmental engineering and sciences program from 1979 to 1997. Dr. Randall initially contributed three years as an assistant professor of civil engineering at the University of Texas in Arlington, beginning in 1965, and served as a visiting professor at the University of Cape Town in South Africa in 1983 and a lecturer at the Shanghai Architectural and Municipal Engineering Institute and at the Wuhan University of Technology, both in 1988.

Well-regarded as a water pollution control engineer, Dr. Randall's expertise has concentrated on the use of wastewater treatment facilities and the control of water pollution. He assisted multiple facilities in their efforts to lower nutrient releases in a cost-effective manner around the world, from Canada, South Africa, Mexico and Puerto Rico to India, China and South Korea. Throughout the 1980s, Dr. Randall worked extensively in the Chesapeake Bay area, conducting biological nutrient removal (BNR) wastewater treatment. His tireless work notably resulted in the establishment of BNR plants throughout the country.

In addition to his contributions in wastewater processing, Dr. Randall was responsible for establishing and overseeing the Occoquan Watershed Monitoring Program and its laboratory in Virginia. He continues to serve on the Occoquan Watershed Monitoring subcommittee, which he formerly directed from 1971 to 2001. He was also involved with numerous committees, including the Chesapeake Bay Program's Science and Technical Advisory Committee, where he served for 21 years, and the International Association on Water Quality biennial conference committee. In retirement, Dr. Randall continues to serve as a consultant on behalf of cities such as New York and Atlanta in an advisory capacity.

Dr. Randall's efforts have been documented in numerous technical papers. Likewise, he contributed to the writing of "Biological Process Design for Wastewater Treatment" in 1980. Other co-authorships to Dr. Randall's credit include "Stormwater Management in Urbanizing Areas" in 1983 and "Design and Retrofit of Wastewater Treatment Plants for Biological Nutrient Removal" in 1992.

Involved in numerous local initiatives, He was also a vice moderator and moderator of the Highlands Baptist Association, of the Southern Baptist Convention and a member and chair of the board deacon of the Blacksburg Baptist Church. Additionally, Dr. Randall has been affiliated with Gideons International, an evangelical Christian association, serving in a wide assortment of positions in the local camp including treasurer, vice president, camp president, and as a state cabinet member while serving as state coordinator of its Memorial Bible Program.

Dr. Randall earned a Bachelor of Science in civil engineering and a Master of Science in sanitary engineering at the University of Kentucky in 1959 and 1963, respectively. He was subsequently accepted to the University of Texas, where he completed a Doctor of Philosophy in environmental health engineering in 1966. Dr. Randall served for three years in the Commissioned Officer Corps of the U.S. Coast and Geodetic Survey, serving from ensign to full lieutenant between 1959 and 1961. He further served as a troop committee chairman for the local Boy Scouts of America for 10 years.

To remain aware of developments effecting his field, Dr. Randall has been actively engaged with numerous pertinent organizations. To wit, he is a Distinguished Member of the American Society of Civil Engineers, and a Life Member of the Water Environmental Federation, the Water Resources Management Committee of the ASCE, the International Water Association, the Virginia Water Environment Association and the Association of Environmental Engineering and Science Professors. Dr. Randall has also served in high leadership positions for the Virginia Water Environmental Association and the ASCE Environmental Engineering Research Council as a past president and former chairperson, respectively.

Acknowledged on multiple occasions for his work, Dr. Randall received an Enslow-Hedgepeth Award for Innovative Process Development from the VA Water Environment Association in 2016. Other recognitions have included his induction to the Hall of Distinction in the College of Engineering at the University of Kentucky in 2011, receiving the Joan Hodges Queneau Palladium Medal from the American Association of Engineering Societies in 2009 and a Founders Award from the Association of Environmental Engineering and Science Professors in 2008. A celebrated Marquis listee, Dr. Randall has been showcased in over 40 editions of Who's Who in America, Who's Who in Finance and Business, Who's Who in Science and Engineering and Who's Who in the South and Southwest.
