As a law school, foreign languages and economic sciences graduate, Mr. Dumitrescu obtained a PhD in economics from the University of Craiova in his native Romania in 2009. Fluent in many languages including English, French, Italian and Spanish, he began his career as a translator for his country's Ministry of Justice from 2001 to 2003, and continued to prosper as a career diplomat at the Romanian Ministry of Foreign Affairs as well as a lecturer in consular law, crisis management and diplomatic communication with the Romanian Diplomatic Institute from 2010 to 2012. Mr. Dumitrescu subsequently served his country as a diplomat and then as the head of the consular section at the Romanian Embassy in Rome from 2004 to 2009.
From 2009 to 2011, Mr. Dumitrescu efficiently represented Romania as a diplomat and expert in capital format workgroups for the Council of the European Union, the Visa Committee of the European Commission and for the Romanian Consular Department in the workgroup monitoring and assisting victims of international piracy. He further flourished as the head of the National Center of Diplomatic and Service Passports for the Romanian Ministry of Foreign Affairs from 2010 to 2011 and the Consul General of Romania, head of the Romanian consular offices in Castellón de la Plana, Spain from 2011 to 2012 and Trieste, Italy from 2012 to 2017. Since 2017, Mr. Dumitrescu has excelled as the Consul General of Romania in Los Angeles, leading the development of the bilateral relations between Romania and 11 American states.
From 2004 to 2016 Hon. Cosmin Dumitrescu authored many scientific articles in the fields of disasters and emergency situations management and European energy security.
As a result of excellence in his diplomatic and consular activity. Hon. Cosmin Dumitrescu was elected in 2019 Chairman of the Committee of the European Union Member States Consuls General in Los Angeles. Under his leadership, the Committee of the E.U. Consuls General in Los Angeles significantly enhanced the level of transatlantic cooperation not only in politics, economic and cultural fields in 2019, but also by finding the best solutions for saving lives and overcoming unparalleled difficulties in the first period of the COVID19 pandemic.
In his current post, Mr. Dumitrescu is primarily focused on enhancing the cooperation level within the framework of the economic and cultural-academic dimensions of the Strategic Partnership between the Unites States of America and Romania, with the support of governmental institutions, local authorities, business representatives and associations and Romanian-American communities in the U.S. He is also responsible for furthering Romania's prestige in academic matters and in universities, the promotion of Extreme Light Infrastructure, an international user facility in laser research at the National Research Institute of Physics and Nuclear Engineering in Bucharest and paving the way for information technology (IT) experts, providing consular assistance and protection, providing support for the establishment of companies in both countries, and enhancing the trade between two strategic partners. In the coming years Mr. Dumitrescu intends to further strengthen Romanian relations with the United States, especially in the business environment, and encourages both American entrepreneurs and Romanians who have come to the U.S. in Silicon Valley but also in Los Angeles, San Diego, Las Vegas, Oregon, Washington and Utah to grow their businesses both in the U.S.A, and in their home country as well.
