Ms. Tong was reappointed as State Chief Information Officer and California Department of Technology Director by Governor Gavin Newsom in 2020 to continue the statewide leadership she has exhibited since her original appointment by Governor Jerry Brown in 2016. In these pivotal roles, she improves the state's technology performance as an investment in its future and advises the governor on the strategic management of the state's technology resources. She provides the administration with best approaches to implement state technology-related strategic plans, policies, standards, and enterprise architecture while minimizing redundancy and cost for efficiency. A champion of user-centered design, her direct actions and focused leadership have been instrumental in modernizing the state's project delivery, technology procurement, Cloud Smart adoption, open data, workforce development and cybersecurity measures. She is also the chair of California Broadband Council, a governing body with the mission to close the state's digital divide.

With more than 25 years of professional experience to her credit, Ms. Tong began her government technology career in 1994 at the Water Resources Control Board becoming a key member of the team that worked with Lawrence Livermore Laboratories to affect the major policy change of removing Methyl Tertiary Butyl Esther (MTBE) from reformulated gasoline. She rose to become the department's acting chief information officer, a role in which she excelled until 2008. Soon thereafter, she worked as Data Center Chief for the massive CalPERS Pension System Resumption project that replaced 49 legacy and 60 support systems into a single solution platform for managing members' retirement and health benefits.

The Board of Equalization, now the California Department of Tax and Fee Administration, was her first constitutional office experience, and she became its first Chief Technology Officer. Soon after, she was recruited by the California Lottery to be its CIO where she immediately became involved in improving customer engagement and furthering the public's understanding of the Lottery's mission through digital services.

An expert in the digitalization of public services and technology modernization, Ms. Tong served as the chief information officer and chief deputy director for the Office of Systems Integration of the California Health and Human Services Agency from 2014 to 2016. Since 2016, she has flourished as the state chief information officer and director of the California Department of Technology.

Ms. Tong is a national senior advisor and founding member of the Asian Pacific Islander American Public Affairs. She is affiliated with the Asian Pacific State Employees Association and the National Association for the Advancement of Colored People and is a valued member on advisory boards for the CITRIS Invention Lab at the University of California Berkeley and California State University, as well as the board of trustees of California Northstate University.

As a testament to her achievements, Ms. Tong was presented with the Golden Dove State Executive of the Year Award from the National Organization for Public and Private Sector in 2017 and 2021. Among her most notable accomplishments is her position on the Governor of California's task force for the response to the COVID-19 pandemic. She effectively aided in increasing the number of vaccinated California residents to the point of herd immunity. She attributes her success to her inspiring and hardworking parents and the general support of her family.

She holds a Bachelor of Science degree in Management Information Systems and a Master of Business Administration degree from California State University, Sacramento.
