Long motivated by a natural curiosity about the world and a passion for mathematics, Dr. Finn initially pursued a formal education at Holy Cross College in 1951, from which he obtained a Bachelor of Science in physics. Thereafter, he earned a Master of Science in physics from The Catholic University of America and a Doctor of Philosophy from Georgetown University. Dr. Finn began his career as a physics instructor at Georgetown University in 1952.

Following a brief tenure as a professor at St. Vincent College, Dr. Finn taught physics at Georgetown University throughout much of his career. During this time, he served as a consultant and researcher for the National Institute for Health Nuclear Medicine from 1983 to 1994. Likewise, he worked as the director of the Washington Junior Science and Humanities Symposium of the Army Research Office in Durham, North Carolina, between 1971 and 1990. Well regarded for his various accomplishments, Dr. Finn also provided his assistance as a physicist, consultant and reader for various other organizations.

Dr. Finn received an eight-year DARPA Grant for the creation of a neural network research facility at Georgetown University. He also conducted research in deep-sea sonar at the Naval Research Laboratory. An expert in his field, Dr. Finn co-authored and published a three-volume textbook titled "Fundamental University Physics," which has been translated into 13 languages. Dr. Finn credits this publication as the highlight of his career, aside from his marriage and the opportunity to watch his students grow and succeed in their own careers.

A dedicated civic citizen Dr. Finn acted as a Eucharistic minister, altar server and lector from 1985 to 2017. Additionally, he was an election official for the town of Chevy Chase and sat on the board of directors for the Greater Bethesda-Chevy Chase Citizens Commission. Aside from his primary vocational pursuits, Dr. Finn enjoys such diversions as solving crossword puzzles and reading murder mysteries.
