Ms. Ginn obtained a Bachelor of Science in social work from Ashland University in 2002, after which she continued her education with a Master of Social Work from Ohio State University in 2008. She initially gained experience as a children's case manager with the Center for Individual and Family Services in Mansfield from 2002 to 2005, through which she monitored health and behavior in addition to her responsibilities as a teacher of social and coping skills. Following this period, Ms. Ginn worked with Richland County Job and Family Services between 2005 and 2007, during which time she determined eligibility for federal assistance regarding Medicaid, food stamps and the Ohio Works First limited assistance program for needy families, with a caseload of 320.
