Mr. Russell enjoyed a fulfilling career in law enforcement that spanned four decades. Advancing from a cadet in 1979 to the position of police chief in 2013, his experience in narcotics and aiding his community offered him a unique position in overseeing his districts. Serving as a bridge between the private and public sectors, Mr. Russell became the voice of his jurisdiction and historically reduced the crime rates for Baltimore's most violent district for 3 consecutive years before moving on to his next assignment.

Prior to embarking upon his professional journey, Mr. Russell sought an education at the Florida Institute of Technology, where he completed coursework in marine biology and biological oceanography. However, after an incident in the field damaged his eardrums, he decided to enroll in the Baltimore Police Academy. It was here that Mr. Russell became the first Black valedictorian of The Baltimore Police Department Academy. Mr. Russell completed a Bachelor of Ministry in missions from West Coast Bible College and Seminary in 2018.

A consummate professional, Mr. Russell has been a member of several important organizations relevant to his field, including the National Association for the Advancement of Colored People and the National Organization of Black Law Enforcement Executives. His achievements have largely been driven by the role models he learned under while coming of age, as well as his perseverance in the face of adversity. In the future, Mr. Russell hopes to aid in consulting and speaking so that he can continue to make an impact on the face of training and effective community-policing in law enforcement, as he hopes nobility returns through the lens of all citizens for policing in the United States.
