As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Born in St. Paul, Minnesota during the mid-1940s, Mr. Winer grew up surrounded by lawyers and found many of their stories interesting, which drove him to pursue a career in the field later in life. After earning a bachelor's degree in business from the University of Minnesota, he received a Doctor of Jurisprudence from the University of Illinois before returning to Minnesota to practice law for ten years. From there, Mr. Winer relocated to Fort Myers, Florida, where he remained until retiring to Estero, Florida in 2013 after 40 years practicing law.

Throughout his career, Mr. Winer has been a member of the general council for the Sanibel-Captiva Real Estate Commission and Fort Myers Real Estate Commission. In his retirement, he volunteers for the Jewish Federation of Lee and Charlotte Counties, as well as the Lee County Visitors and Convention Bureau of Visitors Services. Additionally, Mr. Winer also helps entrepreneurs start their own businesses and those who have floundering business while also fostering his love of writing as an author.

Since his retirement, Mr. Winer has written five books, including "Deception," "Lies, Larceny, and Lawyers" and "Brothers: Law & Greed." He also wrote "Family: Betrayal & Murder," as well as "Friends: Greed & Murder." For his considerable achievements, he was recognized in the Top 10 Highest Premiums for Several Title Insurance Companies while practicing law. Although his career has been filled with highlights, he is incredibly proud of the way in which he served his clients. Looking toward the future, Mr. Winer intends to relax and continue to write.
