LOS ANGELES, CA, March 16, 2022 /24-7PressRelease/ -- Stephen Ralph Boswell has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
Mr. Boswell obtained a Bachelor's degree from Brigham Young University in Business Management; and a Master's Degree in Marketing from New York University. He was active in student body affairs at both universities. At BYU he was a Vice President of the student body; and at New York University, he was the President of his graduate class.
Mr. Boswell has received the three highest awards available to BYU graduates for his dedicated service to the University: The Distinguished Service Award; The Distinguished Alumni Award; and the Presidential Medal.
After graduating from NYU, Mr. Boswell served honorably as an officer for three years in the Air Force in the Air Research and Development Command at Wright Patterson Air Force Base in Dayton, Ohio. He was a Contracting Officer, buying research and development--largely from aerospace companies. He received a Letter of Commendation from the Base Commander's Office for extraordinary service. When he left the Air Force, he received 17 job offers from aerospace companies with which he had worked.
Mr. Boswell worked for The TRW Space and Defense Sector in Redondo Beach, California for 32 years in Contracts and Subcontracts. Notable achievements at TRW include:
Contracts Manager for eight years on the Orbiting Geophysical Observatory Contract, a sophisticated scientific satellite program for NASA.
Contracts Manager for six years on FLTSATCOM, a military communications satellite system, for the Navy.
Contracts Manager for three years on TDRSS, the first satellite launched from space, rather than from the ground. It was catapulted out of the top of the Space Shuttle while in flight; and elevated to its synchronous orbit 22,300 miles above the earth using compressed gas through small thrusters. It was also the first satellite to relay messages across space to other satellites. This technique made it possible to communicate with more of the surface of the earth; and eliminated the necessity to maintain several ground stations in remote areas of the world.
Contracts Manager for three years on the Solar Array System for Skylab, the first manned laboratory in space.
Major contributor on significant proposals that TRW did not end up winning: Pioneer Venus, Milstar, and Voyager, where he was initially expected to be the Contracts Manager. The Voyager winner was thought to be the likely winner of the Viking Program (the exploration of Mars), and that came to pass. JPL won the two contracts, and has been working on them for more than 45 years. The total value of these two programs for JPL is not public knowledge, but it is likely in the three to five billion dollar range.
Because of his extensive experience with large incentive contracts, Mr. Boswell was invited by the Chairman of NASA to evaluate, and make changes to the NASA Incentive Contracting Guide. Many of his suggestions were incorporated into that guide.
Mr. Boswell was the Contracts Manager on many Top Secret hardware and software contracts for the last 12 years of his employment at TRW.
Mr. Boswell received seven special awards from TRW for extraordinary accomplishments that had a major effect on the bottom line of the company, or on the receipt of contract awards that were being pursued vigorously by the company.
Mr. Boswell was very active in the National Contract Management Association. He was elected a Fellow in the NCMA. He served on two occasions as the Finance Chairman of National Symposiums, which drew several hundred participants from government contractors from all over the United States.
Mr. Boswell served for two years as the Vice President of the TRW Employees Charity Organization, and was responsible for increasing the employee donations to that organization by 21%.
Mr. Boswell served on the Board of Directors for the Ettie Lee Homes for several years. They had several group homes in California and Nevada that gave direction to youth that were falling short of their potential in their lives.
Mr. Boswell has twelve grandchildren and eleven great grandchildren.
