Dr. Liu earned a Bachelor of Science from the University of Science and Technology Beijing in China in 1967 and went on to attain a Master of Science from the same institution in 1986. After immigrating to the United States, Dr. Liu earned a Doctor of Philosophy in materials engineering from the University of Dayton in 1990. He spent his career as a professor and distinguished research engineer with the University of Dayton, from which he retired in 2011. Following his retirement, Dr. Liu maintained involvement as an invited lecturer for several universities, and worked as a reviewer for several agencies, including the U.S. Air Force and the U.S. Navy.
During the course of his career, Dr. Liu contributed to several articles and books in his field, such as a book on high temperature permanent magnets. In recognition of his expertise, he was bestowed with an Outstanding Professional Research Award in 2004 and an Outstanding Professional Research Award in 2006. In accounting for his standout success, Dr. Liu credits the influence of his education, which allowed him to maintain his passion and dedication despite any challenge.
