Marquis Who's Who Selects David P. Metzger, Esq., for Excellence in Procurement Contract Law

    RESTON, VA, May 06, 2022 /24-7PressRelease/ -- David P. Metzger, Esq., has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. After a distinguished career in law that spanned more than 35 years, Mr. Metzger retired as a partner at Arnold & Porter Kaye Scholer LLP in Washington, D.C., in 2016. As an expert in procurement contract law and litigation, he was influential in introducing the Federal Acquisition Regulation regarding government procurement in the U.S. Throughout the course of his professional journey, Mr. Metzger also invested a significant amount of time in small business innovation research (SBIR) data rights through which he helped pass and implement a statute to support technological innovation and research and development for small businesses. Consequently, he was called upon by the Small Business Administration to serve as the Director of Innovation and Procurement Policy where he and his staff assisted small firms having problems with federal agencies, especially in the areas of procurement and innovation.

Attributing much of his success to his former experience as an Administrative Assistant to the U.S. Representative, Mr. Metzger also served as a staff director for the House Subcommittee on Energy, Environment, Safety and Research. Outside of his primary career endeavors, he taught federal procurement for several years and became a sought-after speaker. During his tenure, Mr. Metzger notably gave more than 600 speeches, presenting approximately 200 times on the topic of SBIR data rights alone. Among other recognized accomplishments, he spent over a decade committed to speaking at annual national SBIR conferences and annual Navy Transition Assistance Program initiatives on behalf of the U.S. Department of Defense.

A respected author, Mr. Metzger published "While the Nation Slept: The Struggle of Small Innovative Businesses in the U.S." via Mascot Books Inc. in 2017. The book discusses small businesses and how they work to thrive in the existing economy. Mr. Metzger also published several young adult and historical fiction books, including a children's trilogy: "Patrick: The Adventures of an Early American Boy" in 2019, "Patrick: Adventures Along the Oregon Trail" in 2020, and "Patrick: Adventures in Early Little League" in 2021. His forthcoming book is titled "Betsy: The Adventures of An Early American Girl."

Civically engaged, Mr. Metzger is an active member of his local neighborhood owners' association and the Smith Mountain Lake Lions Club.

Mr. Metzger pursued a formal education at the University of Wisconsin at Madison where he acquired a Bachelor of Arts in political science with honors in 1970 and a Doctor of Jurisprudence with honors in 1974. He was subsequently admitted to practice by the Wisconsin, D.C., and Virginia Bar Associations.

Mr. Metzger remains a professional member of the Small Business Technology Coalition. He is a past president of the Boards of Contract Appeals Bar Association (BCABA). When he was named as the president, the association was nearly bankrupt. After making several significant changes, he was able to correct the situation at the BCABA by placing more than $20,000 in reserves.

Mr. Metzger received the coveted Judge Ronald A. Kienlen Award in 2001 for his efforts on behalf of the BCABA. He has been listed in Chambers for three years, and was the recipient of the SBA's highest award: the Roland Tibbetts Award for his service to the SBIR community. Additionally, Mr. Metzger was recognized with a Certificate of Appreciation from the U.S. Navy for his contributions to the defense technology marketplace in 2015.
