Mr. Lightsey earned a Bachelor of Science in Business Management from South Carolina State University and went on to attain a Master of Business Administration from the University of Phoenix. Well qualified in diverse fields, he is also a graduate of the South Carolina Criminal Justice Academy Basic Law Enforcement Program and bears certification via the South Carolina Local Government Leadership Institute Professional Manager Program. Since graduating, Mr. Lightsey has led a multidisciplinary career path in law enforcement, public health, tax enforcement administration, and innovation. He is also an ordained Baptist Deacon for the Deep Creek Missionary Baptist Church, Islandton, SC.
Mr. Lightsey established his career in leadership with the South Carolina State University Police in 1999 earning the rank of sergeant, after which he began his service with the Colleton County Sheriff's Office in 2006 and was promoted to corporal. In 2007, Mr. Lightsey was selected by the Sheriff to play the role of a law enforcement officer in an episode of the popular TruTV series, Body of Evidence. Following this period, he became an environmental health manager for the South Carolina Department of Health and Environmental Control in 2007 while also continuing his services in law enforcement by volunteering as a reserve deputy for the sheriff's office. As an environmental health manager, he received many high-performance evaluations including the top rating of outstanding for quality work. In recognition of his work in law enforcement, Mr. Lightsey was honored with a Readers' Choice Award for Best Sheriff's Officer from The Press and Standard news service in 2012 and 2013. In 2014, Mr. Lightsey made history by being appointed as Colleton County, SC's first African American tax collector. Priding himself on his capacity for innovation, in 2019, he successfully defended his patent application and was granted a patent by the United States Patent and Trademark Office for his invention of a hair product application device listed under his marketing services firm, The Pro-Motion Group LLC.
As the tax collector, Mr. Lightsey has spoken at community events to help educate citizens about the collection of delinquent taxes, which has generated positive reviews from citizens and enhanced their understanding of the taxation process. To wit, he has drawn notice as a pioneer in his field by recovering millions of dollars annually in delinquent tax revenue for Colleton County. Notably, Mr. Lightsey holds and continues to set all-time county records for generating the most revenue at tax sales and for the delivery of record numbers of quality tax titles issued to purchasers during his tenure, due to explicitly executing procedures for the collection of property taxes within strict compliance of the law.
Mr. Lightsey has received numerous recognitions for his work in public administration. To contribute further on behalf of his community, he was appointed as the 2020 Census Complete Count Committee County Director and led Colleton County in the region with the highest census self-response rate. He has volunteered in many capacities including with the emergency operations center, and the disaster damage assessment team, participated in voter registration drives, in the litter pick-up events, and continues to volunteer in law enforcement as a reserve deputy to help protect and serve as a result aiding in the reduction of the county payroll expenditure. Mr. Lightsey serves God and is dedicated to his family. Having always been driven by a passion for helping others, he plans to continue his professional and volunteer service and intends to earn a Doctor of Philosophy in Business Administration to make further positive contributions to society.
