To prepare for his career, he earned a Bachelor of Science in criminal justice from Mount State University in 2007 and a Master of Science in organizational leadership from Southern New Hampshire University in 2018. He began his career in 1998 as a Correctional Officer promoting through all security ranks to Captain and then promoted to Major in 2008. He was then appointed as an Assistant Warden at the Garza West unit in 2012 before being promoted to Senior Warden at the Duncan unit in 2015. He served as a Senior Warden at the Rufus Duncan Unit in Diboll, TX, the Rogelio Sanchez Unit in El Paso, TX, the Barry Telford Unit in New Boston, TX and the French Robertson unit in Abilene, TX.
In 2020 he was selected as the Region II Director for the Texas Department of Criminal Justice. In this capacity, he provided oversight and operational support for 13 different prison facilities in the state of Texas, with close to 25,000 inmates and about 5,500 staff members. He also served as a liaison to obtain resources and support when necessary. In recognition of his stellar work, Mr. Parker has been honored numerous times with annual service awards.
