Ms. Hinkle earned a bachelor's degree from Madison College and a Master of Education from Virginia Polytechnic Institute in 1973. During the early years of her career, she gained valuable experience as an elementary school teacher with Danville Public Schools, for which she worked for seven years. For more than 30 years thereafter, she excelled as an elementary school teacher and educational director in Elliston, Virginia, a secretary for the Radford Army Ammunition Plant, and a creative designer.
Prior to her formal retirement in 1991, Ms. Hinkle was an elementary school principal for the Montgomery County School Board. Outside of her primary endeavors, she has contributed civically to various church and arts organizations. Similarly, she has traveled to France and Africa to design banners and quilts and aims to visit Iceland before the end of 2022.
